“ In the places of many of the old Polish cities, it is said, that dense forests have now sprung up; that the traveller, as he makes his way through their interminable shades, finds the pavement of streets and the relics of deserted towns in the midst of a lifeless solitude. And now, that the sum of evils may be full, the nation of the Poles seems destined to a fall, from which there will be to them no further resurrection.
Yet the former history of Poland hardly palliates the position which the sovereigns and states of Europe have assumed towards her. ”

Proud bird of old! Mohammed’s moon recoiled
Before thy swoop: had we been timely bold,
That swoop, still free, had stunned the Russ, and foiled
Earth’s new oppressors, as it foiled her old.

And colder still Polonia’s children find
The sympathetic hands, that we outhold.
But, Poles, when we are gone, the world will mind,
Ye bore the brunt of fate, and bled for humankind.
So hallowedly have ye fulfilled your part,
My pride repudiates e’en the sigh that blends
With Poland’s name—name written on my heart. ”

“ Then Poland, during the last hundred years, has had a legion of poets, all singularly gifted and inspired, and she still possesses a flourishing and varied literature; for her language has remained, although she has not had the freedom of her schools. Is the love of the past and its traditions required? Then that feeling has been both evident and rampant for the last year. Must there be originality of life and manners? Polish manners have preserved all the savour of their nationality, and, most assuredly, have not been influenced by Russia. ”

“ For generations Russia has been engaged in a ruthless and vain attempt to force her Polish subjects to become, at least to all outward appearance, Russians. The Poles have been subjected to the fiercest persecution, their religion and language have been denied them, their history has been a stream of blood. Poland has been the greatest tragedy in Europe. ”

“ Dismembered as she is, every new generation must amalgamate her more and more completely with the three powers who have appropriated her territory and divided the control of her people among them. We continue to speak of Poland as a distinct country, though the name is all that remains of its ancient independence. The map of Europe has long since been reconstructed in this region,—Austria, Germany, and Russia coolly absorbing the six millions of Poles, and Warsaw being the capital of Russian Poland. ”

“ To a superficial observer, the story of the Polish nation may appear to be, on the whole, a history of national failure, but as in Ireland, so in Poland, the people have really triumphed. For their spirit has never been broken. The strength of the three great military powers has not been equal to the indomitable resistance of a poverty-stricken, disarmed, dismembered race. The Polish people were determined to live, and as a result they are stronger to-day than they were a hundred years ago. Poland is to-day more than a dream, more than a pious aspiration. ”

“ For the crime of patriotism Poland was decimated, thousands of its noblest citizens being transported to the Caucasus and Siberia. The remnant of separate existence possessed by Poland was overthrown, and it was made a province of the Russian empire. Even the teaching of the Polish language was forbidden, the youth of the nation being commanded to learn and speak the Russian tongue. As for the persecution and suffering which fell upon the Poles as a nation, it is too sad a story to be here told. There is still a Polish people, but a Poland no more. ”

“ They are unfit for the modern economic world for want of education and for Western society because of their habits and want of cleanliness. They are devoted to their strange old religion but as they grow rich their piety, as the Chief Rabbi told Capt. Wright, is destroyed by wealth and they take too little interest in their poorer brethren. No one who knows Poland can be surprised at the Polish attitude or the desire of the Poles to be rid of this corrupting influence. ”

“ Situated on the borders of the Western world and containing countries of both Roman and Byzantine civilisation, with the former gradually absorbing the latter, Poland represented very different stages and types of civilised life. While in the West they lived on a more or less European level, in the south-east, on the fertile plains of Ukraina, frequently raided by the Tartars, the Poles carried on their pioneer work amidst constant warfare with the Nomads. A most adventurous, wild life, and most troublesome types of citizens developed there. ”

“ Who has never heard of Russian batteries assaulted and carried by Polish scythes? Whose bosom is so devoid of the divine cords of justice and sympathy as never yet to have revibrated the strain of the Polish exiles: Poland is not yet lost?
Alas, the chronological dates just touched upon embrace a century! For a hundred years Poland writhes in heroic despair under the heels of Muscovite despotism, dazzles mankind by sublime efforts to recover her right to national life, liberty, and happiness, and not a hand has been stretched out to help her break her chains! ”

“ Such especially is the character of the Poles; they boast in the first instance of being more than they have been, but not more than they are capable of being. Poland in fact is a nation of heroes! pawning their words for exploits beyond the truth, but subsequently redeeming them with honour, in order to verify what at first was neither true nor even probable.
As to the old generals, some of them were no longer the hardy and simple warriors of the republic; honours, hard service, age, and the emperor particularly, had contributed to soften many of them down. ”

“ The Russian money becomes the current coin of Poland. The metamorphosis descends from the most important offices to the most minute. Even the weights and measures of Poland are henceforth to be Russian: even the year is not undisturbed, and the Poles are obliged to abandon the new style, and return to the old, because it has been persevered in in Russia—a petty annoyance, which will remind them of their yoke every day. It is a complete system of fusion—a settled intention of effacing the Polish nationality, the Polish religion, the Polish language, of leaving not a trace behind ”

“ The Slavs have much to learn. By the stealing of trains, the purloining of cathedrals, and false pretensions to their neighbours' lands, the Poles are showing that there is yet national tragedy ahead for them. They will be deceived by some nations and slaughtered by others. What have we raised her from the dead for—but to live again, to live and let live. All have rejoiced in the risen Poland, even the old destroyers of Poland—Germany, Russia, and Austria, all rejoiced until they realized the nature of the phantom. ”

“ The Polish question is itself a complex of difficult problems. Should historical Poland or ethnographical Poland be granted independence within the Russian empire, and if so in what form and to what extent? The interests and aims of Russians and Poles, of Little Russians, Lithuanians, White Russians, and Jews, conflict in this matter. Socially and economically the relationship of Polish manufacturing industry to Russian manufacturing industry and to aristocratic landlordism is a burning question, especially in nonpolish areas. ”

“ It is an awful contemplation, and in sitting down in my now solitary chamber to its retrospection, I find that nearly half a century has passed since its transactions swept over Europe like a desolating blast. Then I wrote my little chronicle when the birthright independence of Poland was no more; when she lay in her ashes, and her mighty men were trodden into the dust; when the pall of death overspread the country, and her widows and her orphans wandered afar into the trackless wilderness of a barren world. ”

“ It is hard to conceive that Poland was at one time perhaps the most powerful kingdom of Europe, with a population numbering twenty millions and extending from the Baltic to the Carpathians and the Black Sea, including in its territory the basins of the Warta, Vistula, Dwina, Dnieper and Upper Dniester, and that it had under its dominion besides Poles proper and the Baltic Slavs, the Lithuanians, the White Russians and the Little Russians or Ruthenians. ”

“ A century and a half ago the living body of Poland was torn in pieces, but her soul has not perished. It lives on in the hope that the hour of the renaissance of the Polish nation, of its fraternal reconciliation with Great Russia, will come. ”

They are in possession of territories which, taken together, must contain a population of over thirty millions. And whatever fluctuations may still take place in her frontiers, Poland is likely to remain the largest and in many respects the most important of the new states produced by the war, the sixth most populous state in Europe. ”

“ But they were not received in the same spirit by those Poles who dreamed of the re-establishment of the ancient Poland with its former frontiers, and of giving entire self-government to the kingdom by means of its separation from Russia, and the formation of a separate state. These persons looked with hostility upon all the actions of the Russian government and, with the design of entering into an open conflict with Russia, secretly began to incite the people of Poland to revolt. ”

“ It seems as if the Polish people have a greater love and understanding of the unseen powers of the world than is given to many other nations. If you read the story of Poland's tragic struggles against foes within and without until, finally, the stronger surrounding countries—Germany, Austria, and Russia—divided her territory as spoil among themselves and she ceased to exist as a distinct nation, you will understand why her children have sought refuge in the things of the spirit. ”

“ Not the dew of Heaven, but the heart’s blood of Poland’s best and bravest sons has refreshed its leaves—the soil into which it has struck its roots so firmly has been fertilised with all that was mortal of the remains of three generations of unyielding men. It will not be withered up with the first chill blast from the north, nor yield readily to the blows of the Russian axe, no matter how strong may be the arms which poise the blow. ”

“ The last moment of Poland, her supreme cause, salvation or eternal ruin and shame, personal freedom and national independence, or a terrible slavery and the groaning of millions of men ... the destruction of the Polish name, or her glorious place in the ranks of nations: these are the considerations that must take hold of the Polish nation, of you, citizens of Lithuania. ... Poles, now is the moment for the amendment of eternal errors. ”

“ Therein lie the strength and the future of the thing so strictly forbidden no farther back than two years or so, of the Polish independence expressed in a Polish State. It comes into the world morally free, not in virtue of its sufferings, but in virtue of its miraculous rebirth and of its ancient claim for services rendered to Europe. Not a single one of the combatants of all the fronts of the world has died consciously for Poland's freedom. ”

“ Like most English writers, I receive a considerable amount of printed matter from various schools of Polish patriotism, and wide divergences of spirit and intention appear. A weak, divided and politically isolated Poland of twelve or fifteen million people, under some puppet adventurer king set up between the Hohenzollerns and the Tsardom, does not promise much happiness for the Poles or much security for the peace of the world. An entirely independent Poland will be a feverish field of international intrigue--intrigue to which the fatal Polish temperament lends itself all too readily ”

“ It seems doubtful whether their wishes are wise. In the course of time Poland has grown into Russia and Russia into Poland. Her vast coalfields make Poland a natural home of the manufacturing industries. A completely independent Poland might find both the Russian and the German frontiers closed against her productions. Hence it may be best for the Poles to aim at a modified form of independence which would guarantee to them Russia's military protection in case of need and which would leave open to the Polish industries the vast and most valuable Russian markets. ”

“ Now that Poland has been made free as a result of the Great War, it may be that the Pole's inherited indifference will give way to national aspirations and that, in the resurrection of his historic hope of freedom, he will find an animating stimulant. ”

“ Poland can boast of a heroic past. On more than one occasion Poland saved Europe from the invasion of Turk and Tartar, and although the Poles are branded to-day by the Prussians as an inferior race, predestined to slavery, the truth is that Poland was a highly civilized country when the Prussians and the Russians were only hordes of barbarians. ”
