The state or Government is run on the great universal principle of reciprocity which governs the entire community. It exists for the people, is administered by the people, and acts for the people. ”

In the machine of State are many movements with which the people are not acquainted ”

“ But everywhere to an increasing extent the art of economics will go more closely hand in hand with the art of politics and both will be animated more largely by a sense of the public good, whether that “good” be visualized in terms of community welfare and security, or wholly in terms of individual liberty and welfare. ”

“ By placing political power in the hands of property, intelligence, independent position, and great interests naturally conservative, the system rested on the expectation that these interests would be habitually united, and would defend, in common accord, order and right against the spirit of license and revolution, the fatal bias of the age. ”

“ The second rule of Policy—the master maxim of political wisdom—is, that no class of men must be expected to concur heartily, for extirpating the evils, from which its own revenues and importance are derived. ”

“ Many of them complain of what they call the abstractions of the English school, and others accuse it of narrow views, and of an exclusive attention to wealth; criticisms which must arise from an opinion that Political Economy is a branch of the art of government, and that its business is to influence the conduct of a statesman, rather than to extend the knowledge of a philosopher. ”

“ It has applied to law, with what success is well known, the principle which has regenerated the social sciences, philosophy, letters, history, Political Economy,—sciences which are, so to speak, different provinces of one intellectual empire, which interpenetrate one another without being confounded one with another, between which no jealous barrier should be raised, and between which reciprocity of exchange should be encouraged by the suppression of factitious duties, which have existed only too long. ”

“ This society, founded, on principles so purely patriotic, will, no doubt, essentially second the strenuous efforts of the government to reanimate the different branches of national industry. The free and spontaneous concurrence of the men of whom it is composed, may unite the power of opinion to that of other means; and public opinion produces naturally that which power and authority obtain only by a slow and difficult progress. ”

“ How much more sublime is the idea of forming a great nation, by a chain of republicks, subordinate to publick good, than by a chain of satraps subordinate to imperial will, or of chartered companies subordinate to selfish avarice? Such a system stands upon national interest. No people, except ourselves, have seriously attempted to make this interest the basis of civil government. ”

We hail each healthy improvement in the condition of the poor, the opening of new channels of labor, the breaking down of false monopolies. ”

“ In states where property, distinction, and pleasure, are thrown out as baits to the imagination, and incentives to passion, the public seems to rely for the preservation of its political life, on the degree of emulation and jealousy with which parties mutually oppose and restrain each other. The desires of preferment and profit in the breast of the citizen, are the motives from which he excited to enter on public affairs, and are the considerations which direct his political conduct. ”
