“ Under the regulations of this government the representatives of the United States have heretofore been ranked in three grades, the third being charg e d' affaires. Secretaries of legation act ex officio as charges d' affaires ad interim, and in the absence of the secretary of legation the secretary of state may designate any competent person to act ad interim, in which case he is specifically accredited by letter to the minister for foreign affairs. ”
