Senior officer

“ If the commander of a large force moves from his stated position he must leave a senior officer of his staff to represent him on the spot and to forward urgent communications to him in his changed position. In the case of a small force a commander who vacates his stated position must arrange to leave a runner in the position stated as his headquarters, in order that messages may reach him without delay. ”

“ A member of the Task Force may designate a senior level official who is a full-time officer or employee of the member's department, agency, or office to perform the member's functions on the Task Force. ”

Each regiment should have a competent adjutant, quartermaster, and commissary, with two or three medical officers. Each brigade commander should have the same staff, with the addition of a couple of young aides-de-camp, habitually selected from the subalterns of the brigade, who should be good riders, and intelligent enough to give and explain the orders of their general. ”

“ After having become a commissioned officer in the staff or line, the young officer is promoted gradually from grade to grade, usually according to relative rank, except in time of war, when, for especial reasons, the brighter men are pushed [Pg 841] forward because of their exceptional fitness for command or other important work. Officer. Unnecessary! Why, doesn't the order come into force to-day that all officers who appear in the War Office for any purpose whatsoever must be attired in the proper uniform of their rank and regiment? ”

“ Later I came to know of the difficulty that confronts the young men, raw from the Officers' Training Corps, when they take up their preliminary duties as commanders of trained soldiers. No "rooky" fresh to the ranks is the butt of so many jokes and such biting sarcasm as the young officer is subjected to when he takes his place as a leader of men. ”

“ The officers may be all taken from the ranks, or they may be “officers and gentlemen” in the military sense, or have only temporarily done work with the rank and file when in training. There could also be a combination of these two systems. Only the captain and deputy-captain might be officers in the military sense, the sections or divisions being officered by “non-coms.” Some cities have an officer to every thirty “non-coms” and men, whilst others put a division of as many as two hundred under a fireman who has risen from the ranks. ”

“ A commissioned officer can resign, and quit when he wants to, but an enlisted man, or a non-commissioned officer can not. Commissioned officers are appointed by the President, and the commission carries a certain rank, beginning with second lieutenant. Each step upward means a new commission. The sergeants and corporals are appointed, nominally, by the colonel of their regiment, by warrant.

“ Their commander must never be ignored, even when they know him to be a fool. It is not that you injure an individual by slighting him, but that by doing so you deprive of that general confidence which for the public good it is essential he should possess.
In delivering verbal orders, and in their dealings with superior officers, the staff should be most respectful. A staff-officer should feel bound by his position, if not by his breeding, to treat every one with the courtesy due from one gentleman to another. The motto for the staff should be “affability and reticence.”

“ I have a right, I think, to insist that those who volunteer or are invited to give advice as to appointments shall exercise consideration and fidelity. A high sense of duty and an ambition to improve the service should characterize all public officers. There are many ways in which the convenience and comfort of those who have business with our public officers may be promoted by a thoughtful and obliging officer, and I shall expect those whom I may appoint to justify their selection by a conspicuous efficiency in the discharge of their duties. ”

“ A truly right-minded officer, therefore, at the head of any department, whether it be that of a ship, a fleet, an army, or a cabinet, will seldom, if ever, take into his calculations the effect which any measure is to produce on himself or his own interests—but will steadily seek to discover what is best for the public service. ”

“ OFFICERS AND NON-COMS. The higher ranks of officers have very little to do with the daily life of the soldier. Two or three times a year the general officer commanding the station comes round on a tour of inspection, while other general officers and inspecting officers pay visits at times.
