“ In every panic period there is a huge dislocation of business enterprises, vast multitudes of men are thrown out of employment, there is grave social and political disorder; but in the end, so far, things have an air of having recovered. ”

And in the great urban agglomerations, pauperism, mendicity and vagrancy, idleness, the spirit of adventure, prostitution, the dissipation of strength, everything, in short, naturally concurs in developing social anemia. ”

“ The problem of abnormality—crime, vagabondage, prostitution, alcoholism, etc. How far is abnormality the unavoidable manifestation of inborn tendencies of the individual, and how far is it a matter of deficient social organization,—the failure of institutional influences? There is a quantitative difference of efficiency between individuals, but if there is hardly a human attitude which if properly controlled and directed could not be used in a socially useful and productive way, must there remain a permanent qualitative difference between socially normal and anti-social actions? ”

“ If one calls green what another calls sour, and one feels as noise what another feels as toothache, they cannot enter into a social group. Yet it is no less confusing and no less antisocial if the world which one sees as a system of causes and effects is to another a realm of capricious, causeless, zigzag happenings. The mental links which join society are threatened if some live with their thoughts in a world of order and natural law, and others in a mystical chaos. ”

“ In this mood he totally disregards the laws of society and seizes every opportunity that presents itself to prey upon it and he thus becomes an anti-social being. Through all ages up to the present, society has at the cost of much effort and suffering been progressing, stage by stage, towards a higher order. ”

It is because of each and all of these imperfect realisations of our civic life, that the evils of life sink down, or flame out, into these complex eruptions of social evils with which our human aggregations are as yet cursed. ”

“ Similarly, since the “laboring classes” feel most the growing healthful pain of their position, they as naturally revolt under the same conviction. Sociologically, these conditions, which some find so painful and alarming, mean but one thing,—the increase of social consciousness. ”

“ Later, the anti-social man was regarded as a pathological product—the victim of disease; and it is one of the fashions of to-day to regard him as 'a social product'—the victim of adverse social environment. ”

“ By social change is meant those rapid mutations which accompany sudden interferences with the equilibrium of society, break up the status-quo, dissipate mental inertia and overturn other tendencies resistant to structural modification. The various forces which initiate such disturbances are factors in social change. These factors may be intra-social,—within the group—such factors as operate in the regular social process, imitation and adaptation, for example; or they may be extra-social, “stimuli” factors—from without the group—such as, accidental, extraneous or dramatic events. ”

“ These are the wearing cares under which health decays. Then there are the privations. No mother, brother, sister, or friend to speak to every day—or any day; no domestic freedom under which life flows on in a full and easy stream; none of the social consideration which persons of all ranks enjoy in their own homes; no choice of friends and companions with whom to travel and enjoy the daily stage of life; none of the support which family love and pride afford to self-respect. ”

“ These are extreme instances, but they are also in a measure representative of a frightfully general social evil.
Is it any wonder if asylums for the insane gape for such men? There comes to them at last a season of business embarrassment; or, when they get to be fifty or thereabouts, the brain begins to feel the strain, and just as they are thinking, "Now we will stop and enjoy ourselves," the brain, which, slave-like, never murmurs until it breaks out into open insurrection, suddenly refuses to work, and the mischief is done. ”

“ Many of the weaknesses that appear in urban society can be traced to this situation as a cause. The craze for amusement is partly a reaction from the high speed of modern industry, but partly, also, a social delirium produced by the new experience of the social whirl. Naturally more serious efforts are neglected for a time, and institutions of long standing, like the family, threaten to go to pieces. ”

“ So in the economy of society; if there be any who suffer physical privation or [29] moral degradation, whose bodily necessities are either not satisfied or satisfied in a manner which only brutish creatures can be content with, this, though not necessarily the crime of society, is pro tanto a failure of the social arrangements. And to assert as a mitigation of the evil that those who thus suffer are the weaker members of the community, morally or physically, is to add insult to misfortune. Is weakness a justification of suffering? ”

“ He sinks lower and lower until, overcome by circumstances, he is at the bottom of the social ladder,—at once a menace and a disgrace to the city. Instead of blaming and condemning him, poor fellow, we should look at the circumstances that made him what he is, and endeavor to remedy them. ”

“ She often makes frantic efforts to escape, but the combined strength of the threads generally proves too strong. There can be no doubt that the present household [57] system is doomed; the higher standard of intelligence demanded from women, the growth of interest in the problems of domestic economy, the movement for association of labour, the revolt against the survivals of barbaric complication in living—all these, which are symptoms of a great economic revolution, indicate, the approach of a new period. ”

“ The presence of dynamic forces in such a state means change. But the precise rôle of the individual mind in a period of crisis is a problem not for sociology but for psychology.
The principle that fluidity is fundamental to social change is also true, however, of the community. Fluidity is not the usual state of society.
Most of the “functions” of society have no tendency to disturb the status quo. ”

“ Not a few find it hard to keep the moral poise in the whirlpool of mental distraction. It is these effects of the urban environment that help to explain the social derelicts that abound in the cities. It is the weakness of human nature, along with the economic pressure, that accounts for the drunkenness, vice, and crime that constitute so large a problem of city life and block the path of society's development. ”

“ If we consider what are the chief centres of discontent throughout the civilised world, we shall find that they are the great aggregations of population in wealthy industrial countries. Social unrest is a disease of town-life. Wherever the conditions which create the great modern city exist, we find revolutionary agitation. ”

“ This prejudice is based on the ground that bad economic conditions and an unwholesome environment are the source of all social evils, and that a better distribution of wealth, or a vast scheme of social welfare, is the one thing necessary, when that is achieved all other things being added unto us, without any further trouble on our part. ”

“ Every day we see people, situated in favorable material conditions, going physically and morally to wreck, simply because, beyond the narrower sphere of their own domestic or personal surroundings, unfavorable circumstances of a social nature operate upon them, and gain such overpowering ascendency that they switch them on wrong [Pg 191] tracks. The general conditions under which a man lives are even of far greater importance than those of the home and the family. ”

“ Everywhere we perceive the same symptoms of social fermentation, general dissatisfaction and decomposition. Altho these movements differ outwardly, according to the degree of development and the character of the population, they all are identical in character. Profound social antagonism is the underlying cause. ”

“ Besides this supreme injury to life, there are perpetual minor injuries that the same incapable section of people are responsible for in every direction, while the actual cost of them in money, to the community they exert so pernicious an influence on, is so great and so increasing that it constitutes a social and individual burden which from time to time leads to outbursts of anxious expostulation never steady enough to be embodied in any well-sustained and coherent policy. ”

“ Whether it is due to the varying degrees of socialization represented in the different individuals or whether it is not also partly due to the fact that philanthropy functions best in a sphere out of line with a man's own particular occupation, the truth remains that some display an altogether unusual type of reaction in an emergency to the actions of others; and perhaps exhibit behavior quite different from that which appears normal in a realm of conduct where associations based on habit are so strongly ingrained. ”

“ He who sees in the struggle something artificial, produced by bad men, may perhaps attribute to the creator of the disturbance bad motives for this knavery, for this frivolous and malicious upsetting of social rest. ”

“ The means of which Nature has availed herself, in order to bring about the development of all the capacities of man, is the antagonism of those capacities to social organization, so far as the latter does in the long run necessitate their definite correlation. By antagonism, I here mean the unsocial sociability of mankind—that is, the combination in them of an impulse to enter into society, with a thorough spirit of opposition which constantly threatens to break up this society. ”

“ No doubt many other social phenomena such as strikes, wars, popular elections, and religious revivals, perform a similar function in releasing the subconscious tensions. But within smaller communities where social relations are more intimate and inhibitions more imperative, there are many exceptional individuals who find within the limits of the communal activity no normal and and healthful expression of their individual aptitudes and temperaments. ”

“ Surly ill-will and a wholly anti-helpful attitude permeates the grudging performance of essential social services. People and classes pursue their own ends with complete disregard as to their reactions on other sections of society. ”
