“ In any event, Congress did not leave it to the Administrator to decide whether within geographic bounds defined by him the Act further permits discrimination between establishment and establishment based upon the number of employees. The determination of the extent of authority given to a delegated agency by Congress is not left for the decision of him in whom authority is vested.
The wider a delegation is made by Congress to an administrative agency the more incomplete is a statute and the ampler the scope for filling in, as it is called, its details. ”

“ Each agency shall assess and report to the Chair on their progress in implementing the Agency Plan on a regular basis as established by the Chair. (iii) The Initiative shall monitor and evaluate each agency’s progress towards the goals established in its Agency Plan and shall coordinate with the agency to ensure that its Plan includes measurable and action-oriented goals. (f) The Department shall provide funding and administrative support for the Initiative and the Interagency Working Group, to the extent permitted by law and within existing appropriations. ”

“ ENHANCING ADMINISTRATION AND MANAGEMENT- The head of each Federal agency that has administrative jurisdiction over a Federal asset shall support the purposes of this subtitle and may take appropriate actions to enhance internal agency administration and management to better support, integrate, finance, and utilize observation data, products, and services developed under this section to further its own agency mission and responsibilities. ”

Section II. Of the internal administration.
1. In each department there is a superior administration, and in each district a subordinate administration.
2. The administrators do not have any representative character.
They are agents elected at stated times by the people to exercise, under the surveillance and authority of the king, the administrative functions. ”

“ The heads of executive departments and agencies shall assist and provide information to the Council, consistent with applicable law, as may be necessary to carry out the functions of the Council. Each executive department and agency shall bear its own expense for participating in the Council. ”

“ Where duties are delegated, as here, to administrative officers, those administrative officers are authorized to act only in accordance with the statutory standards enacted for their guidance. Otherwise we should risk administrative action, beyond or contrary to the legislative will. ”

The authorities delegated in this order may be implemented by regulations promulgated and administered by the Secretaries of Agriculture, Defense, Energy, Transportation, and Commerce, and the Director of the Federal Emergency Management Agency, as appropriate. ”

“ Each agency shall designate an official who shall be responsible for facilitating a Federal employee's or member's availability for service of process, regardless of the location of the employee's workplace or member's duty station. ”

“ Aided by a reorganization on the principles suggested and such salutary provisions in the laws regulating its administrative duties as the wisdom of Congress may devise or approve, that important Department will soon attain a degree of usefulness proportioned to the increase of our population and the extension of our settlements. ”

“ Of course, the courts should not arrogate to themselves the functions of administrative agencies. It is trite but truthful to say that administrative agencies render valuable and very necessary services in the solution of the complex governmental and economic problems of our time. In the making of investigations, the determination of policy, the collection of evidence, and its current evaluation, preparatory or incidental to administrative action, experience and special training are valuable aids. ”

“ As used in paragraph 1 of the pledge, “executive agency” means the entire agency in which the appointee is appointed to serve, except that:
with respect to those appointees to whom such designations are applicable under section 207 (h) of title 18, United States Code, the term means an agency or bureau designated by the Director of the Office of Government Ethics under section 207 (h) as a separate department or agency at the time the appointee ceased to serve in that department or agency ”

“ Although the commissions of the people's councils are thus theoretically charged with the implementation of a wide range of local administration, many of their functions, especially in the areas of economic and social policy and in the administration of public order, have been exercised jointly with, i.e., essentially under the control of, the local representatives of other central government agencies such as the trade unions and the police apparatus. ”

“ The question whether, in view of various administrative and other difficulties the remaining "federal" departments should not continue to be administered for some time through the States themselves as "Agents" of the Centre is under active consideration. ”

“ Where Congress has delegated the authority to an independent agency or to the Executive Branch to implement the general provisions of a regulatory statute and to issue regulations to that end, there is no doubt that planning-level decisions establishing programs are protected by the discretionary function exception, as is the promulgation of regulations by which the agencies are to carry out the programs. ”
