Agricultural improvement

“ The saving feature of the situation is the interest already awakened in agricultural improvements; an interest which it should be the first object of this Congress to deepen and preserve. Much has been done, but it is only a beginning. The experiment station; the demonstration farm; agricultural instruction in public schools; emphasis upon right cultivation, seed selection, and fertilization through the keeping of live stock, all these are slowly increasing the agricultural product and raising the index of soil values. ”

“ So great is the extent of our agricultural land that with the continued improvement in farming methods now going on, with the reclamation of our overflowed lands, and the extension of irrigation in regions formerly regarded as forever doomed to the cactus and sage brush, with the development of scientific forestry, too long neglected, but still capable of saving our timber reserves and protecting the sources of our rivers, we can so build up our farming interests as to provide an ample food supply for as great a multitude as the future seems sure to give us. ”

“ The fundamentals of the new rural economy are to secure maximum productiveness on the agricultural lands, as a whole, by a comprehensive utilization of a great variety of fertilizers, and, by studying the needs of the soil, to apply to them the particular fertilizers best adapted to their nature. ”

“ Let us conduct a campaign for increased production, at least one more cavan of rice or corn per hectare of the’ thousands we are now cultivating. The plans are ad­vanced for the setting up of a fertilizer plant to encourage larger agricultural production. ”

“ It is preferable that they should produce farm crops instead of tree crops if the land is best adapted to agricultural use. It is an economic necessity that all lands in this country best suited for farming purposes should be tilled. Our ever-increasing population demands that every acre of land useful for growing crops should be cleared and devoted to farming. ”

“ Irrigation certainly furnishes the ideal method for raising a varied crop, giving each crop individual treatment, serving each of thirty varieties of plants and trees with just the amount of daily moisture they individually need, so as to produce maximum products. [Pg 107] No wonder three crops in a year sometimes result, and sometimes five crops of alfalfa in the Southwest. Here we come to the highest development of intensive farming where the utmost value of agricultural science has free play and rivals the results of research and skill in any other line of human effort. ”

“ Under these conditions the area of land devoted to the several grain crops diminishes in ratio to that given to other crops, varied farming taking the place of the all-wheat or all-corn system. But by the introduction of intensive farming there is a steady improvement and increase in the quantity and the quality of the crops derived from a given area of soil. The wheat needed for home use will keep even with population for many years without any increase in area. ”

“ We must extend the present facilities to educate our farmers in modern agricultural methods, such as the use of fertilizers, mechanical equipment seed selection, soil conservation, crop rotation, and other means to improve agricultural yields. ”

“ The price of wheat rose to an average of 14s. per quarter, thereby encouraging tillage once more. There was steady inflation.
With enclosure of agricultural land there could be more innovation and more efficiency, e.g. the time for sowing could be chosen. It was easier to prevent over-grazing and half-starved animals as a result. The complications of the open system with its endless quarrels and lawsuits were avoided. Now noblemen talked about manure and drainage, rotation of crops, clover, and turnips instead of hunting, horses, and dogs. The breed of horses and cattle was improved. ”

“ The staple crops do not yield as largely as before, and less crude methods of using the soil must be resorted to. Manures have to be applied, and the rotation and selection of crops practised. Meat and dairy products, vegetables, fruits, and the miscellaneous agricultural articles, must take their place in rural economy. ”

“ On these farms every advantage of machinery, and every discovery in agricultural science, should be utilised [140] to the utmost. The crops should be carefully chosen with reference to soil and aspect—cereals, fruit, vegetables—and the culture adapted to the crop, the one aim being to obtain the largest amount of produce with the least expenditure of human labor. Whether land is most profitably cultivated in large or small parcels depends on the crop; and in the great area of the County Farm, la grande et la petite culture might each have its place. ”

“ They are interested in soil conservation, because it means prosperity to the farmer and an increase in the volume of farm products to be carried, and also an increase in their tonnage of agricultural machinery and implements and of all kinds of merchandise which a prosperous farmer will buy. ”

“ The time is not far distant when greater production will be required of the agricultural area in North America in order to meet the home demand for foodstuffs, and many thousands of tons will be needed for export. This need can only be met by agricultural methods that will increase greatly the present yield of the soil. ”

“ It is the increase of food production, on which the very life of the nation, its development and future strength, depend. The war demonstrated this in a most convincing way. The increase of productivity of the land must be continuous and permanent. The 1920 Census reports city population increases five times as rapidly as rural. Aside from conservation of the soil—that is, saving what we have—there must go on constant improvement of the soil by fertilizing and by the introduction of more [Pg 12] efficient methods of cultivation, intensive as well as extensive. ”

“ It is a rule with few exceptions that the absence of livestock on the farm is an index of gradual reduction in the productive power of the land. Generally speaking, the farmers who feed the most of their crops on the farm are maintaining fertility, and those who do not feed their crops on the farm have been making drafts upon the soil's stores of available plant-food that are evidenced in a reduction of yields. ”

“ The American farmer is learning to adapt his crop to his soil and to his market. This is the teaching of the United States Bureau of Soil Survey, in its field work and in its reports. It is the burden of the agricultural college and of the experiment station, and the agricultural explorer of the department in Washington is searching widely in aid of something fit and good to fill every arable American acre. Adaptation will increase the product of food, as will also the more intelligent and energetic use of fertilizers. ”

“ Great irrigation works now in progress will open up further vast and almost unprecedentedly fertile areas for cultivation; which areas railway lines are practically ready and waiting to serve with transport and for which new ports are in course of construction while existing ones are being enlarged and improved. New agricultural laws have been passed to meet difficulties which have arisen with already increased production and land values; everything in fact has been done and is being done to second and enhance nature’s gifts. ”

“ I firmly believe that with an intelligent application of the principles of chemistry and agricultural science, not only to the manufacture but to growth, cultivation, nature of the soil, application of manures, and other such departments of the business, quite a revolution will set in, and a new era in the history of this great industry will be inaugurated. Less area for crop will be required, working expenses will be reduced, a greater out-turn, and a more certain crop secured, and all classes, planter and ryot alike, will be benefited. ”

“ The object then is, not to produce the largest crops, but those which make the largest money return, and thus it may be practically economical to grow a crop of high commercial value more frequently than is theoretically advantageous. In such cases the farmer must seek to do away as far as possible with the disadvantages which such a course entails, and this he will endeavour to accomplish by careful management and a liberal treatment of the soil. ”

“ In addition to supplying food for the tables of over 213 million Americans, America's farms and ranches are seen by many millions of people abroad as a source of nourishment. Our agricultural abundance is possible not only because of the blessings of fertile soil and advanced technology, but also because of the capable, hard-working, innovative people in whose hands these immense food and fiber resources are entrusted. ”

“ Right methods of farming, without which no agricultural country such as this can hope to remain prosperous, or even to escape eventual poverty, are not complicated and are within the reach of the most modest means. They include a study of soils and seeds, so as to adapt the one to the other; a diversification of industry, including the cultivation of different crops and the raising of live stock; a careful rotation of crops, so that the land will not be worn out by successive years of single cropping ”

“ Eventually it was necessary to increase the production of forage crops on the land under cultivation, and this led to the development of irrigation projects, first by the ranchers, and then by the Federal Government. With water for their lands and constantly improving transportation facilities, farmers were able to produce such cash crops as small grain, truck crops, sugar beets, potatoes, and peas. ”

“ We intensified the protection of arable land and the construction of agricultural water conservancy projects, and increased overall agricultural production capacity. We supported the production of hogs, oilseeds and dairy products. These policies and measures played an important role in maintaining and stimulating the enthusiasm of farmers, ensuring the supply of major farm products and increasing rural incomes, and provided strong support for maintaining overall stability in economic and social development. ”

“ We can then free some three million hectares now devoted to marginal rice and corn growing to other uses -- to pasture, to aqua-culture and to high value crops. These efforts in agriculture must be matched by equally resolute efforts at agrarian reform. ”

“ But the truth is, the planting of apple and pear trees in fields is no extravagance, rather an economy, the fruit they produce exceeding in value the corn they damage, whilst the puzzling line of poplars growing beside canals and rivers is the work of the Government, every spare bit of ground belonging to the State being planted with them for the sake of the timber. The crops are splendid partly owing to the soil, and partly to the advanced system of agriculture. ”

“ The unprecedented agricultural growth of the United States, in spite of wasteful methods, has been caused by the extraordinary fertility of its virgin soil, the great inducement offered by States and Nation to promote settlement and cultivation, the rapid growth of favorable transportation facilities, as well as the great demand for agricultural products resulting from the rapid increase of population, wealth and commercial enterprise. ”

“ Sales off the Farm.—The day is now here when the major portion of human food must be provided in grain and vegetables and fruit, and the demand for hay and grain for animals off the farm is very large. Fiber products likewise must be supplied. The draft upon the soil is heavy, but it must be good farm practice to supply bread and vegetables and fruit to the 70 per cent of our population that is not on farms. The great majority of farmers do not feed all their crops to livestock, and the amount of food-stuffs, for human beings and animals, that is now going off the farms is none too great. ”

“ Not only since its inception in 1840 has this industry contributed to the supply of plant food, which in the end means human food, but it has noted the wasteful methods of agriculture being practiced, unconsciously frequent, in many parts of this country, and it has put forth continuous efforts along the lines of educating the American farmer to grow larger yields of better crops, to maintain and increase the fertility of the soil, and increase the average yield per acre. ”

“ We will step up efforts to upgrade low- and medium-yield cropland, increase the area of high-standard cropland by 6.67 million hectares, and construct or upgrade a number of medium and large irrigated areas. ”

“ Better farming and better marketing alike were sought. On experimental farms and in laboratories, studies were carried on as to the best stock or plants, the best fertilizers or the best feeding-stuffs, to suit the varied soils and climates of the wide Dominion. By bulletins and demonstrations farmers were instructed in such matters as the selection of seed, the cool curing of cheese, the improvement of stock, the vigilant guarding against disease in herd and flock. ”

“ The portion of the farm reduced in productive power for the moment goes to grass, while the labor and fertilizers are concentrated upon the fields that are broken for grain and vegetables. The removal of all the crop at harvest, and probably the pasturing of after-math, are the only matters of interest that the fields, depleted by cultivation and seeded down to grass, have for the owner until the poor hay yield and the need of a sod for corn draw attention again to them. ”
