Clearance

“ And be it further enacted, That before a clearance shall be granted for any vessel bound to a foreign place, the owners, shippers, or consignors, of the cargo on board of such vessel, shall deliver to the collector manifests of the cargo, or the parts thereof shipped by them respectively, and shall verify the same by oath or affirmation ”

“ A complete clearance might be made, but the men not having done any thing capital, that is to say, rewardable by statute, the officers do not choose to interrupt them, and they accordingly go on nibbling, until something great turns up,—and then justice interferes. ”

“ REQUIREMENTS.—A person appointed to the staff of the Commission— (A) shall be a private citizen of integrity and impartiality; and (B) may not be an employee of the Federal Government. (3) SECURITY CLEARANCES.—A candidate for a position on the staff of the Commission shall qualify for the necessary security clearance prior to appointment. ”

“ Petitioner was afforded clearance on December 31, 1958, after having been denied clearanc for over two years, because of a change in applicable Department of Defense regulations.
4. Pursuant to existing Department of Defense procedures, the evidence in petitioner's file will not be used again as a basis for revoking petitioner's clearance.
5. Petitioner is eligible under applicable regulations for compensation for wages lost during the time he was unemployed due to the clearance revocation and denial. ”

“ Adherence to the long-standing requirements of the clearance process serves the needs of the President by ensuring that agency legislative proposals and recommendations, as well as testimony, are consistent with his policies and programs. ”

“ No person appointed by the court or designated for service therein shall be given access to any classified information in the custody of the court, unless such person has received a security clearance as provided herein and unless access to such information is necessary for the performance of an official function. ”

“ Provided, That before the collector of either of the districts of the United States shall grant clearances, or any such vessel shall sail, the owners thereof shall give sufficient security to the satisfaction of such collector, that she shall not unlade her cargo, or any part thereof, at any port or place, previous to her arrival at the Cape of Good Hope. ”

“ The warrant, or platt and certificate of survey, is the subject that is to be transferred by the act of assignment, and it seems indispensable that there should be some direct connection between an act and the subject upon which it operates. Hence we insist, that an assignment can only be made as before suggested. ”

“ As well might a set of men in common life make a contract for an insane person, and then employ an individual as his solicitor to affix his seal and signature to the deed: in fact, the personal presence of the king, or of a commission signed by him, was essential to every act of legislation ”
