“ Whoever shall discover a mine in the regions where he is authorised to make researches in conformity with Article 3, can obtain a right of preference for ten years for the concession of this mine, on condition that he complies with the regulations laid down in the present Decree.
All mining concessions are limited to a term of ninety-nine years. On its expiration the State succeeds to the property as it stands. A system of royalties on the product of the mine is stipulated in all concessions.

“ The State gives concessions for mines for fifty years upon a sufficient number of mining-fields each of 100,000 square 163metres, the boundaries of which are fixed by a special commission. To obtain a concession it must first be proved that there are undoubted traces of minerals; that the capital is sufficient, and a plan of the proposed works has to be furnished. The concessionaire, after fifteen years of uninterrupted work, becomes proprietor, but he must continue to pay the mining duties, and of course conform to the Mining Law. ”

Foreign capital is now the chief requirement. The existing mining law, greatly improved since 1868, is the simplest in Europe; the expense of a concession is almost nominal, and the royalties on ore are extremely moderate. ”
