Rural dwelling

“ Not that the farm house should be like the town or the village house, in character, style, or architecture, but that it should, in its own proper character, express all the comfort, repose, and quietude which belong to the retired and thoughtful occupation of him who inhabits it. Sheltered in its own secluded, yet independent domain, with a cheerful, intelligent exterior, it should exhibit all the pains-taking in home embellishment and rural decoration that becomes its position, and which would make it an object of attraction and regard. ”

“ The houses which are to be built in the future should be planned with a view to greater economy, convenience, beauty, and durability. There is now little excuse for erecting poor, uncomfortable, inconvenient houses on the farm. True, the rural population is handicapped, for few city architects have made any study of the plain rural house, and fewer have paid any attention whatever to farm barn construction. ”

“ The nominally rural population is becoming more and more urban in character, and composed not solely of rustics,—who live in and by the soil and are altogether more natural in their habits,—but largely of town-dwellers who only sleep in country dormitories. ”

“ Craftsmen still helped farmers at harvest time.
Much of the rural population was now dispersed over the countryside instead of being concentrated in villages because so many small holders had sold out due to enclosures of farm land, especially of common land and waste land. The rural working class lived in two room cottages, with low ceilings, small windows, and an earth floor. Patience was required for those willing to wait for an existing cottage in a village to be vacated. Most laborers did not marry unless and until they found a cottage. ”

“ In the rural districts of England, during the last century, the growth of population was very effectually repressed by the difficulty of obtaining a cottage to live in. It was the custom for unmarried laborers to lodge and board with their employers ”

“ There will always be the ceaseless ebb and flow of the human tide between country lane and crowded street. But it is surely our plain duty to do something to make the life of the worker in the field less dull and lonely, and more attractive by the erection of pleasant cottages and the establishment of rural industries: while, at the same time, we try to brighten the life of the toiler in the town by freehold garden lots and sunlit, open spaces. ”

“ Rural Occupations.—An important part of the study of the rural community is its social functions. These do not differ greatly in name from the functions of the family, but they have wider scope. The domestic functions are confined almost entirely to the homes. The village usually includes a boarding-house or a country inn for the homeless few, and here and there an almshouse shelters the few derelicts whom the public must support. ”

“ Increased facilities of swift and inexpensive travelling, and the opening of new lines of railway, make many a common once out of reach of the dwellers in town practically easy of access.
And there is a reason why even the still more distant rural commons should if possible be saved from inclosure. Every year, in many country neighbourhoods, population is increasing, and houses for letting are being built ”

“ The small farm unit, usually from five to twenty-five acres, brings neighbors close together, abolishing loneliness and most of the social ills of farm life in the East. Beautiful irrigated villages are springing up which rival in comfort and privilege most places on earth, and combine both city and country privileges, where rural and urban meet. A curious democratic assembly to be met with in a rural village in a purely agricultural district, extremely conservative in politics. ”

“ It makes for nomads and vagrants. In rural areas it means aggravation and increase of farm tenantry on one hand, an increase of landlordism on the other hand, and general disturbance to the prosperity and contentment of rural life. ”

“ Each family requires a home for its normal life and development. A normal home, especially in rural districts, means a piece of land and a suitable house for the family; it implies also an opportunity to earn the family living either on the same land—if it is large enough, as in the case of truck gardens or farms—or in a near-by industrial establishment; it implies acquaintances and friends in the same neighborhood, and certain minimum necessities of modern civilized life, such as roads, post office, newspaper, church, school, physician. ”

“ The farm house is not what is called, a “paying investment.” It is not a direct source of income; neither can the other rural buildings be said to produce a direct income. Generally speaking, the farm house can fulfil but four purposes if properly planned and well constructed: the house may serve to keep the family warm in cold weather, cool in hot weather, dry in wet weather, and to gratify a love for the beautiful. ”

“ Moreover, it is possible to dispute the desirability of the remedy. The farm village at best must be a mere hamlet. It can secure for the farmer very few of the urban advantages he may want, except that of permitting closer daily intercourse between families. ”

“ In all save a few of the poorer districts the old one-roomed cabin has given place to a comfortable house of several rooms. The houses are often white-washed, although their completion may take a good many years. Stoves have supplanted fireplaces. The fences about the yards are often neat and in good repair. So far as housing conditions are concerned, I have seen no rural district of the South to compare with this. ”

“ The rural home need no longer be a place where there is nothing but ten hours’ work and six hours’ chores. The farmer of to-day, with his daily paper, his market reports, his books and magazines, his furnace-heated and electric-lighted house, his automobile ready at hand, is better off, more independent, and should be more happy and contented than those who dwell in the murky city. ”

“ The rural exodus is an alarming and very real danger to the welfare of social England. Agricultural machinery has greatly diminished the number of labourers required on a farm. Agricultural depression and the decreased value of land have caused many old country families to close their old manor-houses, as they cannot afford to live on their estates.
Let us hope that those whose happy lot it is to live in the quiet hamlets of our native land, afar from the noise and din of busy towns, will learn to love more deeply their village homes, and interest themselves in their surroundings. ”

“ Reform which aims at raising the lowest classes of tenants by improving their dwellings defeats itself when it drives them away.
Rural Housing.—Little has hitherto been said about rural housing. It is of less importance than urban housing because it concerns a much smaller proportion of the population, and because in rural life the influence of inferior housing on health is offset by other conditions ”

“ Increasing numbers are taking what would seem to be the wiser course, and are combining rural pleasures and advantages with their business. As the questions of rapid transit are solved, the welfare of children will turn the scale more and more often against the conventional city house or flat. A home CAN be created in rented dwellings and apartments; but a home for which we have the deed, a cottage surrounded by trees, flowers, lawn, and garden, is the refuge which best satisfies the heart. ”

“ The more these are and must be closed, the more intensely precious does the common or forest, safe for ever from inclosure, become. It is not only the suburban common, it is the rural also which is of value to us as a people.
Nor does the allotment scheme, admirable as it is in giving the landless classes a share in our common soil, in the least degree meet the need for beauty. Under all the schemes for inclosing rural commons, it is probable that henceforward provision will be made for field-gardens. ”

“ Altogether too little attention has been paid in our country to these most useful appendages to the farm, both in their construction and appearance. Nothing adds more to the feeling of comfort, convenience, and home expression in the farm, than the snug-built laborers' cottage upon it. The cottage also gives the farm an air of respectability and dignity. The laborer should, if not so sumptuously, be as comfortably housed and sheltered as his employer. ”

“ Its machinery is not working smoothly. Its environment is undergoing transformation. A hundred years ago the family was strictly rural; not more than three per cent of the people lived in large communities. Now nearly one-half are classified as urban by the United States census of 1910, and those who remain rural feel the influences of the town. There is far less economic independence on the farm than formerly, and in the towns and cities the home is little more than a place in which to sleep and eat for an increasing number of workers, both men and women. ”

“ So in matters of health, of social life and recreation, of pleasant and beautiful surroundings, the rural home must depend very largely upon itself. The strength and happiness of the community, of our nation itself, depend largely upon the extent to which the homes perform their proper work in providing for the wants of their members. ”

“ The last royal commission that reported on rural housings described the conditions under which many agricultural laborers live as 'physically and morally unwholesome and offensive.' A London association that in 1897 conducted a systematic inquiry into the state of 240 country villages with 10,000 dwellings declared that in one half of these villages the cottages were bad, and that in some thirty villages there were cases of gross overcrowding. ”

“ We need above all things to produce such a rural condition as will satisfy the farmer to live permanently in the country rather than to move to town when the farm has given him a competence.
I am not to be understood as saying that farmers ought never to live in town. There will always be shifting both ways between town and country. In some cases, small-area farming develops around a village; or a village grows up because the farms are small and are intensively handled. In irrigation regions, the whole community may be practically a hamlet or village. ”

“ And it is questionable if the petty society of such a village can compensate for the freedom and purity of rural family life now existing. It may even be asserted with some degree of positiveness that the small village, on the moral and intellectual sides, is distinctly inferior to the isolated farm home. ”

“ We kept our town-house, into which we returned for a winter or two; but gave it up for a permanent residence here, with which we are perfectly content. We see here all the friends we want to see; we all enjoy ourselves, and the children are healthy and happy." And this is but a specimen of thousands of families in the enjoyment of country life, including the families of men in the highest station, and possessed of sufficient wealth. ”

“ All such accommodation every farm house of this character should afford. And we need not go far, or look sharp, to see the best men and the best women in our state and nation graduating from the wholesome farm house thus tidily and amply provided. How delightfully look the far-off mountains, or the nearer plains, or prairies, from the lawn porch of this snug farm house! ”

“ The conditions of housing are worse in towns than in country districts, higher rents and less ground space implying that each family on an average lives in fewer and more crowded rooms than in rural districts. ”

“ Otherwise tenant farming will continue to increase and a rural peasantry finally develop on the land, with absentee landlords living in comfort in the more normal social conditions of the villages and towns. ”

“ For example, if it were found that the average farmer in a rural township lived in a house valued at about $100, without barn, garden, cow, or pasture, with an insufficient supply of poultry, and unable to read and heavily involved in debt, it would be the height of unwisdom to commence the rural uplift by establishing a public library or even a school. ”
