“ INTEGRATION OF PHYSICIAN QUALITY REPORTING AND EHR REPORTING- Not later than January 1, 2012, the Secretary shall develop a plan to integrate reporting on quality measures under this subsection with reporting requirements under subsection (o) relating to the meaningful use of electronic health records. Such integration shall consist of the following: ` (A) The selection of measures, the reporting of which would both demonstrate-- ` (i) meaningful use of an electronic health record for purposes of subsection (o) ; and ` (ii) quality of care furnished to an individual. ”

“ Providing for higher rates of reimbursement or other incentives for such health care providers to use electronic health records (taking into consideration initiatives by private health insurance companies and incentives provided under Medicare under title XVIII of the Social Security Act, Medicaid under title XIX of such Act, and other programs) . (2) Promoting low-cost electronic health record software packages that are available for use by such health care providers, including software packages that are available to health care providers through the Veterans Administration and other sources. ”

“ The use of certified electronic health records to improve the quality of health care, such as by promoting the coordination of health care and improving continuity of health care among health care providers, by reducing medical errors, by improving population health, by reducing health disparities, by reducing chronic disease, and by advancing research and education. ”

“ Building Data for Research- The Secretary shall provide for the coordination of relevant Federal health programs to build data capacity for comparative clinical effectiveness research, including the development and use of clinical registries and health outcomes research data networks, in order to develop and maintain a comprehensive, interoperable data network to collect, link, and analyze data on outcomes and effectiveness from multiple sources, including electronic health records. ”

“ Additionally, we need to implement the broad use of health information technology. We are behind in this area. Health IT can reduce health care costs up to 20 percent per year – by saving time and reducing duplication and waste. For example, electronic medical records can help reduce errors, improve quality, and allow health providers to use critical information about patient care more effectively. ”

“ These dedicated experts are working hard to computerize patient record systems in order to reduce health care costs by decreasing the logjam of unnecessary paperwork confronting hospitals and other health facilities. ”

“ Promoting intelligent medical service. Efforts will be made to improve electronic health archives and databases such as medical records and e-prescriptions, and speed up data sharing among medical institutions. Application of telemedicine will be promoted, including computer-aided detection in medical imaging and computer-aided clinical diagnosis. Big data will also be used to better supervise medical institutions and medical services. ”

“ Individual awards shall be decided on the basis of merit. " (3) Objective.--The objective of the regional centers is to enhance and promote the adoption of health information technology through-- " (A) assistance with the implementation, effective use, upgrading, and ongoing maintenance of health information technology, including electronic health records, to healthcare providers nationwide; " (B) broad participation of individuals from industry, universities, and State governments ”

“ Nevertheless, since the life sciences constitute a wide range of fields, some of which have an immediate impact on public health and policy, careful attention to the deposition and retrieval of unreviewed reports may be advisable, especially in the early phases of operation. For instance, the E-biomed advisory board might restrict submissions to certain fields until the system has been tested, or search engines might be designed to survey subsections of the unreviewed component of E-biomed separately. ”

“ Whether the model provides for in-person contact with applicable individuals. ` (iv) Whether the model utilizes technology, such as electronic health records and patient-based remote monitoring systems, to coordinate care over time and across settings. ` (v) Whether the model provides for the maintenance of a close relationship between care coordinators, primary care practitioners, specialist physicians, community-based organizations, and other providers of services and suppliers. ”

“ It can also be expressed as highly sophisticated knowledge ontologies that capture and display public health knowledge, tasks, events, and procedures in complex electronic tools to support network modeling, information flows, and critical communication pathways. Public health knowledge portals can be constructed to identify public health stakeholder query demand more easily, as well as access, retrieve, display, and analyze knowledge use in any public health knowledge environment. ”

“ Sense Of Congress.—It is the sense of the Congress that— (1) any person treating a patient through a program or activity with respect to which the confidentiality requirements of section 543 of the Public Health Service Act (42 U.S.C. 290dd–2) apply is encouraged to access the applicable State-based prescription drug monitoring program when clinically appropriate; (2) patients have the right to request a restriction on the use or disclosure of a record referred to in section 543 (a) of the Public Health Service Act (42 U.S.C. 290dd–2 (a) ) for treatment, payment, or health care operations ”

Finally, the level of completeness must be defined to determine what represents an adequate level of coverage. A poorly designed or partial Public Health Situation Room sensor grid that allows large levels of undetected activity would not be useful on long-term. ”

“ Fourth, we will reduce waste and inefficiency by moving from a 20th century health care industry based on pen and paper to a 21st century industry based on the latest information technology.
Almost every other industry in the world has saved billions on administrative costs by computerizing all of their records and information. Every transaction you make at a bank now costs less than a dollar. Even at the Veterans Administration, where it used to cost nine dollars to pull up your medical record, new technology means you can call up the same record on the internet for next to nothing. ”

“ We will create a permanent DNA fingerprint library so we can immediately recognize an illness if it reappears. And we will use advance communication networks to speed outbreak information to hospitals and public health agencies all around America. ”

“ The system we propose is intended to make knowledge and ideas in life sciences widely and freely accessible to the scientific community and the public, in the tradition of free public libraries. In no sense should E-biomed be interpreted as a proposal to interfere with, control, or restrict the activities of existing journals or other vehicles for transmitting scientific information. ”

“ Information processing for the sake of storing mountains of data, information, and knowledge resources as an end itself is meaningless in the context of efficiency, effectiveness, and viability in meeting public health system organizational missions, goals, and objectives. ”

“ Every establishment keeping the records of HIV-related information of protected persons shall adopt data protection measures in accordance with the guidelines to ensure that such information is protected from disclosure. ”

⁠The state promotes health informatization for the whole people, advances the application and development of health and medical big data and artificial intelligence, accelerates medical and healthcare information infrastructure construction, develops technical standards on the collection, storage, analysis and application of medical and health data, and promotes the popularization and sharing of high-quality medical and healthcare resources through information technology. ”

“ In this era of informatics where the emphasis is on less tangible cognitive capacities (e.g., learning health systems, intelligent and smart systems, and complex adaptive systems) , a new public health informatics analytics approach may be required that is less information technology-driven and more knowledge-driven and defines new ways of demonstrating the added value of informatics in shaping health systems performance. ”

“ Similarly, physicians and nurses rely on telemetry to monitor patient vital signs, drivers use dashboards to detect changes in automobile status, and investors use tickers to track global investments. These forms of monitoring and tracking systems have one feature in common: they all make use of a grid system or network of core indicators as validated predictors of overall system health. ”

“ Advance the development, adoption, and implementation of health care information technology standards nationally through collaboration among public and private interests, and consistent with current efforts to set health information technology standards for use by the Federal Government ”

“ However, one challenge for the public health informatics professional involves ensuring that the data, information, and knowledge needs of networks of stakeholders — ranging from patient advocates, health organizations, providers, community groups, public health departments, policy makers, and researchers — are all met with efficiency and effectiveness. ”

“ Facilitate inpatient care, including intensive care, of hospitalized applicable individuals at their local hospital through the use of electronic monitoring by specialists, including intensivists and critical care specialists, based at integrated health systems. ”

“ Such intelligence can inform stakeholder understanding about the burden of disease, spread of an outbreak, health alerts and food recalls, disease clusters, community needs assessments, and health risk assessments. In the latter case, public health informatics professionals seek to find innovative ways to leverage HIT to improve the way we govern by seeking ways to streamline processes that positively impact cost, quality, safety, and overall health outcomes. ”
