“ The forests are to be divided into protection and non-protection forests (by the cantons with sanction of the Bund) , the former being such as are located at headwaters or furnish protection against snowslides, landslides and rockfalls, floods, and climatic damage. Most of this segregation had already been made and mapped in consequence of the law of 1876. In 1904, 71% of the total forest area had been classed as protective forest; nearly 80% of the communal, and over 50% of the private forest property. ”

“ AREA INCLUDED- The Conservation Area shall consist of approximately 209,610 acres of public land, as generally depicted on the Map. (b) Purposes- The purposes of the Conservation Area are to conserve and protect for the benefit and enjoyment of present and future generations— (1) the unique and important resources and values of the land, including the geological, cultural, archaeological, paleontological, natural, scientific, recreational, wilderness, wildlife, riparian, historical, educational, and scenic resources of the public land ”

“ In natural areas, old trees and surrounding vegetation are subject only to minimum management so that visitors may read living history as written on the land. In wilderness and wild areas, timber cutting is not allowed. Those primitive lands, 141⁄2 million acres in all, have been dedicated by the Forest Service to wilderness use and are protected in their natural state for those who enjoy extensive foot or horseback travel in serenity and solitude.
Each forest resource and each of the many uses of resources is needed in the pattern of a growing Nation. ”

“ Ecological Reserve means an area of the monument consisting of contiguous, diverse habitats that provide natural spawning, nursery, and permanent residence areas for the replenishment and genetic protection of marine life, and also to protect and preserve natural assemblages of habitats and species within areas representing a broad diversity of resources and habitats found within the monument. ”

“ WILDFIRE, INSECT, AND DISEASE MANAGEMENT— Consistent with section 4 (d) (1) of the Wilderness Act (16 U.S.C. 1133 (d) (1) ) , the Secretary may take any measures that the Secretary determines to be necessary to control fire, insects, and diseases, including, as the Secretary determines appropriate, the coordination of those activities with a State or local agency. (10) ADJACENT MANAGEMENT— (A) IN GENERAL— The designation of a wilderness area by this subtitle shall not create any protective perimeter or buffer zone around the wilderness area. ”

“ Maps and Legal Description— (1) FILING AND AVAILABILITY— As soon as practicable after the date of the enactment of this Act, the Secretary of Agriculture, acting through the Chief of the Forest Service, shall file with the Committee on Natural Resources of the House of Representatives and the Committee on Energy and Natural Resources of the Senate a map and legal description of each wilderness area designated or expanded by subsection (a) . ”

“ As the Nation’s principal conservation agency, the Department of the Interior has responsibility for most of our nationally owned public lands and natural and cultural resources. This includes fostering sound use of our land and water resources; protecting our fish, wildlife, and biological diversity ”

“ In every respect the park is effectively administered: food and lodging prices are held to a reasonable figure, the cleanliness of the buildings and grounds is regularly inspected, and the landscape is protected from commercial exploitation. ”

“ Public Law 98-328) , Congress does not intend for designation of wilderness areas in the State under this section to lead to the creation of protective perimeters or buffer zones around each wilderness area. (2) ACTIVITIES OR USES UP TO BOUNDARIES— The fact that nonwilderness activities or uses can be seen or heard from within a wilderness area shall not, of itself, preclude the activities or uses up to the boundary of the wilderness area. (g) Fish and Wildlife— Nothing in this section affects the jurisdiction or responsibilities of the State with respect to fish and wildlife. ”

Every park is a place of refuge, a place wherein wild life thrives and multiplies. As hunters are perpetually excluded from all parks, these places will thus become sanctuaries for our vanishing wild life. All wild life quickly loses its fear and allows itself to be readily seen in protected localities. ”

“ The protection of National Forest grazing interests is secured by the prevention of overgrazing, by the prevention of damage to roads, trails, or water sources, by the proper bedding of sheep and goats, by the proper disposition of carcasses, by salting the stock and by the proper observation of the national and state live stock and quarantine laws. ”

“ Private forests as far as they fall under the classification of protection forests are subject to the same supervision and rules as the public forests as regards their survey, the prohibition of clearings except by permission of the Federal Government, of diminishing pasture woods, the extinguishment of rights of user, the prevention of damaging use, and assistance in establishing means of transportation. ”

“ Many states have forest services of their own, and some have conservation commissions. It is the business of these organizations to look after various natural resources, including the forests, water, soil, minerals, and wild game. All forest rangers as well as state fire wardens are authorized to aid in the enforcement of the game laws.
We should assist the foresters and wardens in every way possible. Most of these men love the woods, the birds, and the animals. They are doing their best to protect the forest and its wild life for the good and happiness of us all. ”

“ To guard against the loss of public assets of great worth along the estuary, the General Services Administration, in cooperation with the Department of the Interior, should give full consideration to recreation, fish and wildlife, scenic and other conservation values at the time any Federal installation becomes surplus to defense of other needs. ”

“ The law emphasizes that the fundamental purpose of the Park Service shall be to conserve the scenery of Park areas and the wildlife therein, and to provide for the enjoyment of the same in such a way as will leave them unimpaired for the enjoyment of future generations. ”

“ The effects of forests do not appear in confined zones. [6] Their influence is not bounded by a certain region, and the calamity coming from their devastation passes over the individual property affecting the public welfare. “ That said public park shall be under the exclusive control of the Secretary of the Interior, whose duty it shall be, as soon as practicable, to make and publish such rules and regulations as he may deem necessary or proper for the care and management of the same. Such regulations shall provide for the preservation from injury or spoliation of all timber, mineral deposits, natural curiosities or wonders within said park, and their retention in their natural condition. ”

“ Create and develop natural reserves and parks and recreation areas and classify and protect landscapes and sites so as to ensure the conservation of nature and the preservation of cultural assets of historical or artistic interest ”

“ The establishment and preservation of national parks, nature reserves and landscape conservation areas shall be promoted. Natural monuments shall be under public protection. Details shall be regulated by a law. ”

“ Some at least of the forest reserves should afford perpetual protection to the native fauna and flora, safe havens of refuge to our rapidly diminishing wild animals of the larger kinds, and free camping grounds for the ever-increasing numbers of men and women who have learned to find rest, health, and recreation in the splendid forests and flower-clad meadows of our mountains. ”

“ With increasing numbers of visitors using the Parks, how can this tremendous conflict between man and wildlife be reconciled without the impairment of primitive wildlife or the restriction of human occupancy? It probably cannot be, and each ideal will have to sacrifice a portion of the original grand intentions. In every decision of human or wildlife use, the Park Service makes a strenuous effort to establish a happy medium and still conform to the basic purpose of the national parks. ”

“ Roads, trails, and bridges are often necessary to enable sheep and cattle to reach range lands.
Protective Improvements. Ranger stations, cabins, lookout stations, firebreaks and similar works are required to protect the forests from fire and are known as protective improvements. Buildings are constructed for the field force to afford necessary shelter and to furnish an office for the efficient transaction of business. Land is often cultivated for the production of forage crops and fences are built to insure necessary pasturage for live stock used by the Forest officers in their work. ”

“ The purpose of the Western Forestry & Conservation Association is to promote forest fire prevention, conservative forest management, reforesting of cut-over lands not more valuable for agriculture, improvement in taxation systems, preservation of stream flow, and all other things comprehended by forest conservation. ”

“ Protection forests are specially located forests which for their own continuance as well as for that of neighboring ones must be managed under special restrictions, e.g., on sand dunes, shores of waters, steep slopes. The dangers which they are to prevent being more of an indirect or hidden nature, and only produced by their mismanagement, the control also is of a more general nature, the owner being allowed to manage his property within general prescriptions, while the ban forests are protective forests of a higher order and are more strictly and more directly controlled by the authorities. ”

“ Forest protection cannot be secured without forest rangers and forest guards; nor forest management without technical foresters. The very reasons for establishing the Reserves would point to the absolute need of a system of managing them. ”

“ The number of men that will be required for this work will depend on the development of legislation as well as upon the desire of the private owners, lumbermen and others, to protect and improve their property. The time is coming, and coming before long, when all private owners of forests in the mountains, or on steep slopes elsewhere, will be required by law to provide for their protection and reproduction. ”

“ Land, municipalities and associations of municipalities shall be obliged to keep open, and if necessary open up, access for the general public to nature, especially to mountains, forests, lakes and rivers, with due consideration for the principles of protecting the natural environment. ”

“ National Public Lands Day also serves as a special time for our country to recognize the accomplishments of the Civilian Conservation Corps, the hard-working men who built more than 800 of America's national and State parks during the 1930s and 1940s. ”

“ My Administration continues to advocate for initiatives that protect and expand National Parks. The American Recovery and Reinvestment Act promotes conservation and creates new job opportunities in National Parks, and the Omnibus Public Land Management Act designates thousands of miles of trails for the National Trails System, protects more than 1,000 miles of rivers, and secures millions of acres of wilderness. ”
