“ Many other social forces, national character, ideas, customs—the whole inherited ethos of the people—individual peculiarities, love of power, sense of fair dealing, public opinion, conscience, local ties, family connections, civil legislation—all exercise upon industrial affairs as real an influence as personal interest, and, furthermore, they exercise an influence of precisely the same kind. They all operate ethically, through human will, judgment, motives, and in this respect one of them has no advantage over another. ”

Social control, as I shall show, is exercised through all kinds of instruments in turn—through religious, governmental and professional organizations, through amorphous masses of people, through individuals and through super-organic products, such as folk-lore, tradition, ceremonial poetry and works of art. A classification, therefore, according to the institution, organ or agency by which control is exercised will not be satisfactory. ”

“ So all the social establishments of mankind, designed to further the positive or negative functions of society, must conform to the laws of human nature, or they will fail to achieve the purposes of individual and social life. ”

But what kind of equality should be desired in order to secure this desirable organic balance? ”

We must conform, according to our circle, to social conventions as thus established, since they are the ripened results of long and varied experience in what is most suitable and becoming. Not to observe them is to advertise our ignorance and expose ourselves to criticism. ”

“ It is settled by opinion, prejudice, and preference, not by knowledge, skill, and tact.
It is for this reason that the ethical or political problem takes precedence of the technical and persuasive problems, both in the management of subordinate institutions, and in the exer- cise of public coercion. Men are, first of all, creatures of desire. The individual may choose to use his control of his fellows in industry, in the family, in the church, for self-aggran- dizement, for political power, for social promotion, for philan- thropy, education, or religion. ”

“ The social state at any time existing, is the resultant of all the ambitions, self-interests, fears, reverences, indignations, sympathies, &c., of ancestral citizens and existing citizens. The ideas current in this social state must, on the average, lie congruous with the feelings of citizens, and therefore, on the average, with the social state these feelings have produced. ”

“ Who are they who are held to consider and solve all questions, and how did they fall under this duty?
So far as I can find out what the classes are who are respectively endowed with the rights and duties of posing and solving social problems, they are as follows: Those who are bound to solve the problems are the rich, comfortable, prosperous, virtuous, respectable, educated, and healthy; those whose right it is to set the problems are those who have been less fortunate or less successful in the struggle for existence. ”

“ From history and philosophy and custom, we pass, therefore, to the force which in our day and generation is becoming the greatest of them all, the power of social justice which finds its outlet and expression in the method of sociology.... ”

“ On the contrary, the communities in which the reason has been most cultivated, and in which the idea of social duty has been most powerful, are those which have most strongly asserted the freedom of action of the individual—the liberty of each to govern his conduct by his own feelings of duty, and by such laws and social restraints as his own conscience can subscribe to. ”

“ The only answer that can be given is that it must advance as society advances, and change as society changes, even as it has done in the past. It is the creature of the social system and will reflect its culture. ”

If you do not do this, then you are mean, and society has the right to despise you just as much as it chooses to do so. You are, to use a word more emphatic than agreeable, a sneak, and have not a claim upon your neighbors for a single polite word. ”

“ MAN'S MULTIPLE ALLEGIANCE.—We have seen that each man has his place in a social order. This order is the expression and the embodiment of the social will, which accepts him, protects him, gives him a share in the goods the community has so far attained, recognizes his individual will in that it accords to him rights, and prescribes his course of conduct, that is, defines his duties or obligations. ”

“ SOCIAL WILL AND SOCIAL HABITS.—Within the province of the social will fall what may not inaptly be called the habits of a community—ways of acting acquired largely without premeditation and followed to a great extent through mere inertia. The province of the social will is a broad one. Deliberate choices; those half-conscious choices analogous to the unheeded expressions of preference which fill the days of the individual; impulses and tendencies which scarcely emerge into the light—all are expressions of the social will. ”

“ Social laws are universal laws, the same for all, and, like everything that is universal, they in numberless cases victimise. No matter how singular the individual may be, he is treated like every one else. ”

“ Has man individual traits, physical and mental, sufficiently strong to stand the strain of a highly complex social order? It will depend upon the strength of his moral character, mental traits, and physical resistance, and whether justice among men shall prevail, manifested in humane and sound social action. Future progress will depend upon a clearness of vision, a unity of thought, the standardization of the objectives of social achievement, and, moreover, an elevation of human conduct. ”

“ It was therefore necessary to give them a few positive precepts, moulding and regulating their moral and social conduct, to make them 'new creatures' with new notions and new purposes, and to remodel the national life. ”

“ A theoretical acknowledgment of the supreme authority of Right, of moral law, gets twisted into an effectual substitute for acts which would better the customs which now produce vague, dull, halting and evasive observation of actual social ties. ”

The purposes for the sake of which these socializations come into being—economic and social, [2] religious and criminal, sexual and military, political and ethical, etc.—will be treated by other sciences. ”

“ Again, I find that there are rules of social life, which take the form of what are called "laws," and these are imposed by the will of some governing authority; they are always the product of some one human will, or of the collective will of a greater number of persons. ”

“ It gives habits of analyzing the aims and motives of men, and the means they employ to attain their ends, i.e., it gives insight into character and hence makes social adjustment easier.
(b) It develops tolerance for the opinions, convictions, and ideals of others, and tends to prevent hard, dogmatic, and uncompromising judgments and attitudes.
(c) It gives appreciation of the civic and political institutions of to-day—their origin, development, and purposes—and hence teaches the rights and obligations that are inherent in citizenship. ”

“ If the society—that is to say, in plain terms, if his fellow-men, either individually, by groups, or in a mass—impinge upon him otherwise than to surround him with neutral conditions of security, they must do so under the strictest responsibility to justify themselves. ”
