The continental European idea of a centralized ministry for education, with an appointed head or a cabinet minister in control, has also been widely copied. ”

⁠The authorities of the people's governments for educational supervision shall oversee the observation of laws and regulations in compulsory education, the quality of instruction and teaching and the balanced development of compulsory education, and announce their reports on supervision. ”

“ The design of the School is professional—i.e., only those students are admitted who intend to teach, but a large portion of the various courses is devoted to academic work. The school is directly under the control of the State Board of Education, which grants all certificates, diplomas and degrees upon recommendation of the Faculty. ”

“ All education is under State supervision, in which the State may associate the Local Authorities. Such supervision is exercised by senior officials with special training.
Article 145.
Education is universally compulsory. It is effected in elementary schools, with at least eight years' attendance, and in continuation schools, up to the completed eighteenth year. Education and educational apparatus in elementary and continuation schools are free of charge. ”

“ Article 45.—The Educational Council consists of seven well-educated laymen. Its object is the general inspection of the education of the nation. Its duties are to promote good order in the national schools, to help the Societies that have for their object the promotion of the education of both sexes, to improve the condition of teachers and to care for their future, to raise well-qualified teachers and to encourage the preparation of good text-books. ”

“ The great increase of interest in education throughout the country, in the last few years, is gratifying to every sincere patriot. Of this increase I believe the Bureau of Education is one of the principal exciting causes; and the hearty indorsement of the office, by educators of every section and every sort of institution, is a fitting recognition. ”

The proper coördination of the university forces contributing to teaching efficiency316 is the curriculum problem for the immediate future in university administration. ”

“ PURPOSE. ``The purpose of this part is to provide grants to State educational agencies, local educational agencies, State agencies for higher education, and eligible partnerships in order to— `` (1) increase student academic achievement through strategies such as improving teacher and principal quality and increasing the number of highly qualified teachers in the classroom and highly qualified principals and assistant principals in schools; and `` (2) hold local educational agencies and schools accountable for improvements in student academic achievement. ”

“ Article 131- The Higher Education Council shall be established to plan, organise, administer, and supervise education provided by institutions of higher education, to orient teaching activities, education and scientific research, to ensure the establishment and development of these institutions in conformity with the objectives and principles set forth by law, to ensure the effective use of the resources allotted to the universities, and to plan the training of the teaching staff. ”

“ The central national supervisory authority has been still further strengthened; the compulsion to attend greatly extended; and the voice of the State has been uttered in a firmer tone than ever before in English educational history. Taxes have been increased; the scope of the school system extended; all elements of the system better integrated; laggard local educational authorities subjected to firmer control; the training of teachers looked after more carefully than ever before; and the foundations for unlimited improvement and progress in education laid down. ”

“ There is hardly a girl’s school in this Christian Kingdom where the children’s courage and sincerity would be thought of half so much importance as their way of coming in at a door.... And give them, lastly, not only noble teachings, but noble teachers.’ [40]
The Schools’ Inquiry Commission was instituted to examine into the existing state of education above the elementary grade, and to report on measures needed for its improvement, having special regard to all endowments applicable, or which could rightly be made applicable, thereto. ”

“ We desire to see local management under Government inspection, and assisted by grants in aid, taken advantage of wherever it is possible to do so, and that no Government colleges or schools shall be founded, for the future, in any district where a sufficient number of institutions exist, capable, with assistance from the State, of supplying the local demand for education. ”

“ New features of the common schools, such as efficient teachers for the rural districts, 326 county supervision, state normal training, and free higher education in state universities, have gradually rendered the state systems more consistent and complete. ”

“ On the administrative side is a whole group of problems relating to forms of organization: the proper educational relationships between the State and its subordinate units; the development of a state educational policy: the types of instruction the State must provide, and compel attendance upon; questions of taxation and support, compulsory attendance, and child labor; the training and oversight of teachers for the service of the State; problems of child health and welfare; the provision of adequate and professional supervision ”

“ Among the various educational institutions of the United States to-day, the one which, as it seems to me, is attracting the most intelligent attention on the part of our educational thinkers, and the one upon the right solution of whose problems depends, in a high degree, the success of our entire educational system, is the institution for the education of teachers. ”

“ Superintendents, principals, subject area coordinators and other instructional school leaders shall likewise undergo workshops and training to enhance their skills on their role as academic, administrative and community leaders. ”

“ In 1839 Parliament really took in hand the work of Education, and Inspectors of Schools were appointed, and the Education Department set up to look after the work of Education in the country. Much was left for private individuals to do ”

“ Every teacher is required to pass an examination prepared by the commissioner of education as a test of his or her qualifications, and the teacher is responsible to the educational department for the enforcement of the rules and the application of the methods of instruction that have received its indorsement. ”

“ I felicitate the public and the Senate on this arrangement, and I have only to add, with regard to the educational policy of Government, that I do trust they will see the advisability of taking measures soon, and taking effectual measures for the spread of the education of those who are not to become scholars, but engineers and workers in other walks of life which do not require high scholarship, but rather a trained faculty and a technical education. ”

“ The organization of different types of secondary schools, and the curriculum appropriate to each, are matters which continue to occupy the attention of educational experts. In accordance with the regulations for secondary schools issued by the Board of Education in 1907, substantial grants were made to secondary schools which conformed to certain conditions as regards local control and undenominational religious instruction, or the directive influence of the board as regards curriculum and management over all such schools was strengthened. ”

“ By the Education Act of 1902 the council is given large authority within the domain of education. It must see that adequate provision is made for elementary schools, and it may assist in the maintenance of agencies of education of higher grades. ”
