“ It is the duty of the Supervisors to recall the ordinance, answer the rumors of crooked work by seeing that everything is carried on above board and in the open, and treat the franchise in accordance with their anti-election pledges to the people. They cannot afford to rest under appearance of evil that now surrounds the late vote on the order. ”

“ In most we must attribute the blame to the cumbrous and inefficient machinery of the Military Board, in whose province lies the supervision of the magazines; but the Board, composed of many members, becomes a screen for individual responsibility, and this must always be the case until each member is vested with the sole control of the details of his own department, subject only to a discussion in the Board of the general question, that each may have the benefit of his colleagues’ opinions, and be made aware of what is going on in other departments, that all may work in concert. ”

“ The Executive Committee should be small and the members should live near enough each other to be able to have frequent regular meetings, besides special meetings in emergencies. Where the organization is local, such as a society for sustaining an orphan asylum, the Board of Managers usually divides itself into committees having charge of different branches of the work during the intervals between the monthly or quarterly meetings of the Board, when these committees report on the work done. ”

“ The duties of the board may be so divided that under its supervision the directorship of various activities may be assigned to one or more commissioners. Any commissioner may be removed by the President for inefficiency, neglect of duty, or malfeasance in office. A vacancy in the board shall not impair the right of the remaining members of the board to exercise all its powers. The board shall have an official seal, which shall be judicially noticed. ”

“ In large cities there are boards or commissioners, distinct from the council, and these may be composed of salaried officers. In either case the board may employ a superintendent to take charge of the work under its jurisdiction. The principal criticism which can be offered against this method of managing administrative departments is that responsibility cannot be definitely located. No single member of a board or commission will assume responsibility for mismanagement; and when responsibility is divided among several persons, none of them feels it very strongly. ”

“ The board of directors shall handle the necessary
administrative, financial, planning, organizational, and technical duties
for running the company's business, other than those that fall within the
jurisdiction of the general assembly. ”

The Board of Managers shall have power to raise and expend funds, to incur obligations of its own responsibility, to appoint subordinate boards and committees, all with the approval of the Executive Committee of the Congress. ”

“ The executive power of the departments shall reside in the governors in subordination to the supreme executive of the nation. The departmental board shall be the council of the governor; they shall be charged with determining and promoting whatever conduces to the welfare and prosperity of the departments, and shall have the economic, municipal, electoral and legislative powers the special law for their organization shall provide, being in the matter of the exercise of the latter class subordinate and responsible to the general congress of the nation. ”

On this occasion, as on other occasions in his life, the acceptance of fresh work seemed to have an electric effect on him. After the lapse of seventeen years the operations of the Board are seen by all men to be vast, probably the largest of their kind under any one Board in the world ”

“ The Commission shall, upon the nomination of the head of each Department, bureau, or office, designate and select a suitable number of persons, not less than three, in said Department, bureau, or office to be members of a board of promotion. In the Departments, bureaus, or offices in Washington and in all other offices the members of any board of promotion shall not all be adherents of one political party when persons of other political parties are available and competent to serve upon said board. ”

“ Persons of distinction may be elected honorary members by a vote of three-fourths of the members of the board of direction. The board of direction is composed of a president, vice-president, treasurer, secretary, and eight directors, the former elected annually, the directors four for one year and four for two years. ”

“ The assistant directors of bureaus and offices, the assistant attorneys of the Bureau of Justice, the judges and auxiliary judges of municipal courts, the justices and auxiliary justices of the peace, the provincial and city treasurers, fiscals, sheriffs, and board or council members, the registers of deeds, and all other highly technical and primarily confidential officials and employees shall be appointed by the Chairman of the Executive Commission upon the recommendation of the Commissioner concerned. ”

“ The remedies proposed in my bill are the following: in order to do away with the practice of appointing officers on recommendations so untrustworthy, and not unfrequently so completely worthless, the bill provides for a civil-service board, whose business it will be to examine the qualifications of candidates for office, with a single eye to their fitness for the performance of official duty and the discharge of public trust; and from the number of those whose fitness has been properly ascertained the appointments shall be made. ”

“ They may, if they shall see fit, appoint a board of assistant managers, composed of not less than three nor more than seven persons residing in New York city, or its vicinity, whose duty it shall be to render such assistance to the committee in conducting the affairs of the society as the exigencies of the cause may require. ”

The above mentioned officers, together with eight other members of the Society, known as Managers, shall constitute a Board of Managers. Officers and Managers shall be elected annually, by ballot, a majority of the votes cast being necessary to an election; they shall hold office until their successors are elected ”

“ The Boards have no power to promulgate regulations, and are not expressly delegated any authority to pass on the validity of regulations or statutes. Such authority cannot readily be inferred, for the composition of the boards, and their administrative procedures, render them wholly unsuitable forums for the adjudication of these matters: local and appeal Boards consist of part-time, uncompensated members, chosen ideally to be representative of the registrants' communities ”

“ Chairpersons of a local supervisory commission at any level shall be elected and removed by the people's congress at the corresponding level, and vice chairpersons and other members shall be appointed or removed by the standing committee of the people's congress at the corresponding level at the proposal of the chairperson of the local supervisory commission. ”

“ Strand Union, he was elected to a similar office in the Westminster Union. His career here was not one of incessant and unavailing remonstrance. The Poor Law Board, subsequently the Local Government Board, began to awake to a sense of its duties, and to see, though reluctantly and haltingly, that Boards of Guardians sometimes need supervision. But soon his troubles recommenced. The inferior officials were harsh, violent, and dishonest, and they were abetted by a majority of the Guardians. ”

“ That instead of an unpaid board of twelve members, appointed from the judicial districts, there should be a board of nine, of whom one should be a woman; three members should be paid and should give all their time to the work, one of the three to be president of the board, one the chairman of a bureau for mental deficiency, and the third, chairman of a bureau for dependent children; the six unpaid members were to be specialists in the special classes of work which is supervised by the board. ”

“ The third great source of public departments has been the creation in comparatively recent times of a number of administrative boards or commissions, whose duties (except in the case of the Board of Works) are not primarily executive; that is, they are not concerned mainly with direct administration, but rather with the supervision and control of local authorities and of bodies exercising functions of a public or a quasi-public nature. ”

“ It is conceded that the Board had authority to provide an oath, as § 11 of the Act directs every agency of the State which appoints, employs, or supervises officials or employees to establish procedures designed to ascertain before a person is appointed or employed that he or she 'is not a subversive person.' And that term is, as noted, defined by §§ 1 and 13. ”
