“ Why is it that he working class are in relative misery compared with the enormous amount of wealth that is produced?
I have already given you the answer: the employer is only concerned, while engaging you, to carry through certain operations for the purpose of placing the results of your labour on the market for sale. You know full well, all of you, that when you go into the mill or the factory to produce goods, those goods are not taken by the employer for his own personal consumption. ”

“ LABOR PROBLEMS. The rise of capitalistic industry, creating a social class whose only resource is the sale of their labor, has brought to the front a new group of social problems, which are commonly known as labor problems, or, more simply, as the labor problem. ”

“ Two circumstances of general operation, and overwhelming importance, render all these various and partial remedies, while the great causes which depress the demand for labour and deprive the people of employment continue in operation, entirely nugatory and ineffectual, in a general view, to arrest our social evils. ”

“ But the passing of such a measure as the above, is nevertheless a proof of the increasing demand for labour, and of the advance of regular industrial employment, which is always an important step in the progress of civilization. ”

“ More than an Industrial Problem.—In the process of experiment it has become clear that the industrial problem is more than an economic problem; secondarily, it is the problem of making a living that will contribute to the enrichment of life. It is not merely the adjustment of the wage scale to the profits of the capitalist by class conflict or peaceful bargaining, nor is it the problem of unemployment or official labor. ”

“ The productivity of labour also increasing out of all proportion to the capacity of the capitalists to manage the market or deal with the labour supply: lack of employment therefore becoming chronic, and discontent therewithal. ”

“ I doubt not that in God's good providence new resources will be ever opened before mankind for the employment of human industry; but when I see even a temporary superfluity of labour, I tremble to think of what vast power of grinding and oppressing that very circumstance places in the hands of the employer. ”

“ Every limitation in the supply of this low-skilled labour, every expansion of the alternatives offered by emigration, access to free land, &c., will be effectual in crushing a number of the sweating workshops, and favouring the large factory at their expense. ”

“ Industry offers the workingman an opportunity to earn a living, subject to the caprice of overwork, sickness, accidents, new machinery, individual shut-downs and general suspensions of industrial activity—a hierarchy of forces which overshadow every movement of his life, threatening continually to hurl him into an abyss of hardship and misery. Any one, or any combination of these five forces, may, at any time, diminish, temporarily or permanently, the income-earning capacity of the worker. ”

“ An increase in the funds expended in employing labour, whether that labour be productive or unproductive, tends equally to raise wages. The condition of the whole labouring class is, so far, benefited. It is true that the labourers thus employed by sojourners are probably, in part or altogether, withdrawn from productive employment. ”

“ Shall I tell them of great towns in which one half at least of the juvenile population is growing up without education of any kind whatever? Shall I show that working people are often permitted to pass their labour time, the half of their lives, in mines, workshops, and manufactories, where an atmosphere of a deleterious kind prevails: and this, too, not from any invincible evil in the nature of the employment, but from a careless or penurious neglect on the part of their employers? ”

“ But if this practice were to be turned into a law universal among working men, if all labourers were to act upon it everywhere, then the general production of the country would be immediately reduced, and the general demand for labour, and the rate of wages, would inevitably fall in a corresponding degree. ”

“ We shall have to fare as the rest have—ever decreasing prices of labour, ever increasing profits, made out of that labour by the contractors who will employ us—arbitrary fines, inflicted at the caprice of hirelings—the competition of women, and children, and starving Irish—our hours of work will increase one-third, our actual pay decrease to less than one-half. ”

“ The sum and essence of every wrong and injustice that can hedge about the worker is found at this point, and remains a problem to every worker among the poor, the solving of which will mean the solution of the whole labor question. ”

“ The worker, wholly separated from the land and the tools, with his skill of craftmanship rendered useless, is sunk in the uniform mass of wage slaves. He sees his power of resistance broken by class divisions, perpetuated from outgrown industrial stages. His wages constantly grow less as his hours grow longer and monopolized prices grow higher. ”

“ By spreading the burden of labour more evenly over the whole community—by taking care that there shall be no idle classes, be they beggars or begging friars—More expressed the opinion that the hours of labour to the working man might probably be reduced to six. ”

“ View of the Causes of Poverty.--Our diagnosis of "sweating" has regarded poverty as an industrial disease, and we have therefore concerned ourselves with the examination of industrial remedies, factory legislation, Trade Unionism, and restrictions of the supply of unskilled labour. ”

“ The inability of the labourers to change at pleasure the quality and direction of their capacity to labour, and to adjust it to the varying tastes and demands of those who have the food of the country at their disposal, will prevent some from obtaining employment, whenever such variations may occur. ”

“ Hence arose, of course, a necessity for looking abroad for new markets to take the place of those before obtained at home, and thus cheap labour, a consequence of the system, became in its turn a cause of new efforts at dispensing with and further cheapening labour. ”

“ Long hours, the employment of women and children, the weakened economic position of the laborer, fluctuations in production, liability to be without employment, industrial accidents, the abolition of personal ties between employer and employe, the crowding of workmen into a small space to work by day and their concentration in city tenements by night—these are some of the problems for which the factory system must be held responsible. The condition and position of labor have been vitally affected. ”

“ But p. 6we cannot doubt that the conditions of labour, under which man holds the earth, express the mercy and the goodness, no less than the judgment, of God.
Many benevolent persons feel, doubtless, very sensitively for the sad condition of the labouring classes, and are anxiously looking about for remedies to meet it. I would not speak slightingly of any attempt in that direction. There are problems in political economy, in government, and, perhaps, even in the adaptation of machinery, which may be worked out with signal service to the great cause of suffering humanity. ”

“ And thus from the great numbers among them that are neither suffered to be idle nor to be employed in any fruitless labour, you may easily make the estimate how much may be done in those few hours in which they are obliged to labour. But, besides all that has been already said, it is to be considered that the needful arts among them are managed with less labour than anywhere else. ”

“ On the other hand, look at him, who "eats his bread in the sweat of his brow," look at the laborer who works for wages. If he is skillful, industrious and strong, and if he is lucky enough to find employment, he may even be able to save a little. But the large majority of laborers cannot even think of that, in spite of all hardships they undergo, When they have to stop work, they are as poor as when they began it. ”

“ Provided the aggregate volume of commerce grows at a corresponding pace with the labour-saving power of new machinery, the classes dependent on the use of their labour have nothing in the long run to fear. ”

“ It is therefore a consequence of this inexorable and cruel law that you (and for this reason in my pamphlet on the working class to which you refer in your letter I have called you the class of the disinherited) are forever necessarily excluded from the productiveness which increases in amount through the progress of civilization, i.e., from the increased product of industry, from the increased earning power of your own work! For you there remain forever the bare necessities of life, for the employer everything produced by labor beyond this amount. ”

“ Irregularity of work.--One more aspect of city poverty demands a word. Low wages are responsible in large measure for the evils with which we have dealt. In the life of the lower grades of labour there is a worse thing than low wages--that is irregular employment. The causes of such irregularity, partly inherent in the nature of the work, partly the results of trade fluctuations, will appear later. In gauging poverty we are only concerned with the fact. ”

“ No work, no food, and after a while, no credit, and all this in the shadow of the abundance these very workers have created.
Don't you agree with me, my brothers, that this condition is an intolerable and indefensible one, and that whatever may be said of the past, this system no longer answers the demands of this time? Why should any workingman need to beg for work? Why forced to surrender to anybody any part of what his labor produces? ”

“ The legal limitation of the working-day puts an end to such mischief, although not, of course, to the diminution of employment caused by the competition of machinery, by changes in the quality of the labourers employed, and by crisis partial or general. ”

“ Question.--Our inquiry into Factory Legislation and Trade Unionism as cures for sweating have served to emphasize the economic nature of the disease, the over-supply of low-skilled labour. Factory legislation, while it may abate many of the symptoms of the disease, cannot directly touch the centre of the malady, low wages, though by securing publicity it may be of indirect assistance in preventing the payment of wages which public opinion would condemn as insufficient for a decent livelihood. ”
