“ All the business of preparing for the military registration of 10,000,000 men, of providing quarters and instructors for nearly 50,000 prospective officers, for finding arms and equipment for millions of troops yet to be organized, of expanding the regular army to full war strength, of preparing and recruiting the National Guard for war was at hand. ”

“ Never before in time of peace has our country maintained so large and effective a military force as it now has. The Army, Navy, Marine Corps, National Guard, and Organized Reserves represent a strength of about 558,400 men. ”

These quotations will, I think, give a general idea of the views which were uppermost in the mind of the Minister for War when he gave vitality to the principle of localisation. ”

“ As the war was a sectional one in its origin, many of our best officers believed that the volunteer regiments should be formed into brigades and divisions, without reference to the States from which they came. They held that an army organized in this way would more rapidly develop the national spirit and become a more efficient military machine than one formed on state or sectional lines, and the general practice to the end of the war, in the Union army, was in accordance with this idea. ”

“ Soldiers behind the firing line The industrial forces of the country, men and women alike, will be a great national, a great international, service army—a notable and honored host engaged in the service of the nation and the world, the efficient friends and saviors of free men everywhere. ”

“ The Land Forces.—The land forces of the United States are made up of the regular army or as it is sometimes called the “standing army,” the organized land militia when called into the service of the United States which is practically the same as the so-called national guards of the several states, and such volunteers and drafted men as may be authorized by the Congress from time to time as occasion demands. ”

During the winter you have REORGANISED the War Department, and you have provided, as far as circumstances would permit, for the wants of our armies. ”

You may compare the militia and volunteers of the country to the body, the defensible part of the nation; the army to its left arm, and the navy to its right arm. The navy is not confined in its action to our own shores, but it goes abroad, sustaining the honor of our flag upon every sea. ”

“ It is like a brain: it gathers useful information of all kinds, studying the latest weapons and methods of warfare, the plans and equipment of the enemy, the country in which fighting is to be done. It regulates the various branches of the army so that the artillery and the infantry shall not be working at cross purposes, but shall help each other. ”

Now, with the limitless increase in the size of armaments, a unit may well be an Army Corps, or even a combination of Army Corps, and the highest aim of the general officer commanding such a unit must be—as of old—fulfilment of duty, obedience to orders. ”

“ We met officers in every branch of the service,—infantry, cavalry, artillery, flying corps, ordnance, army service, medical, engineers, construction, water transport, etc., and thereby obtained a splendid idea of what was going on, and how the various branches of the service worked together and viewed any given problem.
Some of these views were quite at variance with one another. For instance the artillery man looked upon the infantryman as the man who protected his guns and kept off the enemy while he killed them. ”

“ The whole army, of every branch—infantry, artillery, and cavalry—was drawn up in columns of regiments, brigades, and divisions, in large open fields, General Lee and his staff riding along the lines of each command, and then all marched by the reviewing station, showing by the steady and firm step and soldierly bearing that they were not disheartened, but ready to go whenever their trusted and beloved commander might point the way. ”

“ THE ARMY.—At about this time a great change took place in the constitution of the army. The occupation of a soldier had become a trade. Besides the levy of citizens, there was established a recruiting system, which drew into the ranks the idle and lazy, and a system of re-inforcements, by which cavalry and light-armed troops were taken from subject and vassal states. Thus there arose a military class, distinct, as it had not been of old, from the civil orders, and ready to act separately when its own interest or the ambition of favorite leaders might prompt. ”

“ Every part of the kingdom, and every man and every woman in every part of it, is called upon to make his or her contribution and to do his or her share, and our primary business is to fill the ranks. [Cheers.] There is, I find, in some quarters an apprehension that the recruiting for the new army, and the functions to be assigned to that army when it is formed and trained, may interfere with or may in some way belittle or disparage the Territorial Force. Gentlemen, believe me, no delusion can be more mischievous or more complete. ”

“ It is not an army that we must shape and train for war; it is a nation. ”

“ Irregular troops supported by disciplined troops may be of the greatest value, in destroying convoys, intercepting communication, &c., and may—as in the case of the French in 1812—make a retreat very disastrous.
ARTICLE XIII. Military Institutions.
One of the most important points of the military policy of a state is the nature of its military institutions. A good army commanded by a general of ordinary capacity may accomplish great feats; a bad army with a good general may do equally well ”

“ Let us, for argument's sake, assume for a moment that we were to be invaded with an army of only a hundred thousand men, trained, equipped, and supplied with the supreme adequacy with which the troops of the other Great Powers are trained, equipped, and supplied. ”

“ The Military Forces of the Great Powers have now grown so large that a further development of organization has become necessary. They are therefore divided in war into separate Armies. Army, in this new sense, does not mean, as it used to, the whole Force, for which, indeed, some other49 word than “Army” is urgently needed. An Army is simply the highest Unit in the organization of a great host in the field. ”

“ Most of the officers in the American army and navy, and most of the rank and file, had probably entered the service with no expectation of ever shedding the blood of men. The navy and army were looked on as instruments of peace ”

“ After that date the total number of effectives in the army of the States constituting Germany must not exceed 100,000 men, including officers and establishments of depots. The army shall be devoted exclusively to the maintenance of order within the territory and to the control of the frontiers. ”

“ I saw the superb and veteran armies of Great Britain, France and Italy. I saw the heroic associates with whom our own army is to fight, and I had then, as I have now a sense of stirring and rising pride in the feeling that America's great and splendidly equipped and prepared army is composed of men worthy to be classed with those heroes and that they will find heroes worthy of their fellowship. ”

“ Large numbers of untrained men, without organization to embody them in, add little to actual military strength.
Armies of First Line
The Army which will take the field at the outbreak of war is the Regular Army, which is organized, kept up, and trained, year by year, in peace. The War Army will be this Peace Army mobilized, or brought up to war strength and completed in every essential, by calling up reserve officers and men to fill its ranks. ”

“ In every part of the country there was one absorbing topic of conversation, while men were being hastily gathered into companies, officers were forming their regiments to march to the scene of conflict, women were hurriedly joining hospital brigades, and the government was rushing the purchase and manufacture of ammunition and weapons, and collecting an adequate supply of horses and army-wagons, camp equipments and provisions and uniforms for the soldiers. ”

“ What a noble mission, then, an army may follow in time of peace! To show that men with skill and power, and with a consciousness of these qualities, can yet subordinate themselves for the good of the commonwealth, instead of the individual, is surely a grand object for an army’s purpose. ”
