“ Not wars and conquests mark a century. The hosts grow small in the vanishing perspective, "the captains and the kings depart," but the thoughts of men, their attitude toward their environment, their struggles toward duty,—these are the things which endure.
Compared with the centuries that are past, the Twentieth Century in its broad outlines will be like the rest. It will be selfish, generous, careless, devoted, fatuous, efficient. But three of its traits must stand out above all others, each raised to a higher degree than any other century has known. ”

“ Whatever the division in men's minds as to the relation between the close of the century and a race's history, and the precise moment at which the old century ends and the new begins, one thing in 1800 was radiantly clear to all men—the glory and the wonder, the endless peace and felicity not less endless, which the opening century and the new age dimly portended or securely promised to humanity. ”

“ Enterprise and practicalness we are apt to think of as the exclusive possession of much more modern generations. We old classmates will many of us doubtless live to see the twentieth century. Strange thought! I know, of course, that the transition from nineteen hundred to nineteen hundred and one will seem as natural as that from ninety-nine to a hundred, or from this year to next. And yet it seems to me that to see the first dawn of the new century will be like reaching the summit of some high mountain, and looking out over new countries and new horizons. ”

“ The growth of cities that followed in the wake of the Industrial Revolution, the conflicts between the interests of classes,—viz., landowners, capitalists, and laborers,—the rapid decay of feudalism and the spread of political democracy following the French Revolution, the expansion of commerce to all corners of the globe and the resulting development of colonialism, all these human interests gave a new meaning to the study of history and politics which caused them to secure a place of great prominence in the curriculum during the last quarter of the nineteenth century. ”

“ The ‘modern State’ which gives its title to the book is that political and social organisation of our day that comes to us from the France of Richelieu and Colbert, and is the direct outcome of the ‘Grand Siècle,’ the true greatness of which century, as Lady Dilke points out, consists not in its vain wars, and formal stage and stilted eloquence, and pompous palaces, but in the formation and working out of the political and social system of which these things were the first-fruits. ”

“ In some cases, as in France, the change in institutions was immediate and sweeping; in others, as in Germany and Italy, the transformation was more gradual; but in all, the old state of things was doomed.
The thirty years or so just preceding the Revolution are those that most concern us in this study, though we shall often have occasion to look back to the early eighteenth century — and sometimes to the seventeenth.
To realize the conditions under which men lived in the eighteenth century is not easy. ”

“ The history of the middle ages—a subject of which lectures are promised at some future period—is a theme replete with the interest to every one who would trace the moral and political progress of society. It was then that the elements which compose our present political system, though still in a state of fusion, were beginning to shape themselves into order. ”

“ Drinking in excess is plainly on the decrease. And with every step in this direction the self-respect of the people must grow, pauperism decrease, and an enlightened conception of public duty develop. Whatever else the twentieth century brings about, we may reasonably look for a great revolution in the political status of the world.
Industry in the Twentieth Century
There is one farther field of twentieth century progress to be reviewed, the industrial. The nineteenth century has reached its end leaving this great domain of human interests in a highly unsatisfactory condition. ”

“ The Thirteenth Century may be promptly ready for this judgment of what it accomplished for men, of {7} what it wrote for subsequent generations, and of the artistic qualities to be found in its art remains. In the Book of the Deeds of the century what is especially important is what was accomplished for men, that is, what the period did for the education of the people, not alone the classes but the masses, and what a precious heritage of liberty and of social coordination it left behind. ”

“ The last half-century has been pregnant with novelty, project, innovation, and extreme excitement. The pillars of the social edifice have been shaken, and the whole social atmosphere has been decomposed by alchemical demagogues and revolutionary apes. ”
