“ But is not a corps of one hundred thousand dependents upon government, actuated by one spirit, obeying one will, and aiming at one end, more dangerous and formidable than a standing army? The standing army is separated from the mass of society, stationed in barracks or military quarters, and operates by physical force. The official corps is distributed and ramified throughout the whole country, dwelling in every city, village, and hamlet, having daily intercourse with society, and operates on public opinion. ”

“ To compel your obedience, a rapacious army will penetrate into the bosom of your country, carrying destruction and desolation before it. The commander of such an army will be liable to the corruptions and passions incident to other men. If he be possessed of military genius, address, and ambition, he may procure this army to proclaim him king. Who can tell the result? Who can oppose him with success? Who can say to him, Sir, you shall not be a despot! ”

“ The Territorial Force would be increased to an adequate strength, made efficient as a military machine, and would rest on the firm basis of universal military training of the manhood of the nation, instead of—as at present—on insufficient service given with difficulty by a patriotic minority. ”

Army, in this new sense, does not mean, as it used to, the whole Force, for which, indeed, some other49 word than “Army” is urgently needed. An Army is simply the highest Unit in the organization of a great host in the field. ”

“ The army corps—managing its own internal affairs—having its adjutancy, its auditoriat, and its intendancy to supply its needs with the assistance of and in connection with the ministry of war—is a body easily amenable to the strategical direction proceeding from a general centre. Thus the growth of the organ of strategical direction was necessarily accompanied by a corresponding development of other military institutions by which the perfect adaptability of the organism to the directing agency was attained and preserved. ”

“ First and Second Lines.—The organization into arms and units is of course maintained in peace as well as for war. Military forces are further organized, in peace, into active and reserve troops, first and second lines, &c., according to the power possessed by the executive over the men. Broadly speaking, the latter fall into three classes, regulars, auxiliary forces and irregular troops. ”

“ In the weakness of one kind of authority, and in the fluctuation of all, the officers of an army will remain for some time mutinous and full of faction, until some popular general, who understands the art of conciliating the soldiery, and who possesses the true spirit of command, shall draw the eyes of all men upon himself. Armies will obey him on his personal account. There is no other way of securing military obedience in this state of things. ”

“ My belief is that, if ever the history of our military administration of recent years comes to be impartially written, it will be found that most of the large reforms, which have beneficially affected the army, have been warmly supported, and sometimes initiated, by the superior civilian element in the War Office. ”

“ Still less is there any authoritative military doctrine concerning them, and, if the stratagems in debate are excluded from ‘good’ war by the military honour of to-day, the above study of warlike artifices has been made to little purpose if it has not taught us how changeable and capricious that standard is, and of what marvellous adjustment it is capable. ”

“ Irregular troops supported by disciplined troops may be of the greatest value, in destroying convoys, intercepting communication, &c., and may—as in the case of the French in 1812—make a retreat very disastrous.
ARTICLE XIII. Military Institutions.
One of the most important points of the military policy of a state is the nature of its military institutions. A good army commanded by a general of ordinary capacity may accomplish great feats; a bad army with a good general may do equally well ”

“ Standing armies are the oppressive instruments for governing the people, in the hands of hereditary and arbitrary monarchs. A military republic, a government founded on mock elections and supported only by the sword, is a movement indeed, but a retrograde and disastrous movement, from the regular and old-fashioned monarchical systems. ”
