And in well-organized governments this head must consist of a deliberative and an executive department—a law-making and a law-executing power—functions corresponding perfectly to those of the cerebrum and cerebellum in the head of every individual. This head of the government or state, too, is in the thought of ends. ”

“ Whether in tribes or nations their government rested upon the gens as the unit of organization, and resulted in a gentile society or a people, as distinguished from a political society or a state. The instrument of government was a council of chiefs, with the co-operation of an agora or assembly of the people, and of a basileus or military commander. The people were free, and their institutions democratical. ”

“ For the body political is informed and denominated from the pars imperans, the governing part or head: therefore as a head of divine institution, authorized for the spiritual or pastoral work, denominateth the society accordingly; so a civil head can make but a civil society, and a head of man's making, but a human society. ”

“ The people are all under the feudal system of government, the chieftainship is hereditary, and although the chief is usually the greatest ass, and the most insignificant of the tribe in appearance, the people pay a deference to him which is truly astonishing.... ”

“ The Customs, Manners, and Habits of the People, do, as I have said, form one Part of the Political Constitution; if these are altered therefore, this must be changed likewise; and here, as in the Natural Body, the Disorder of any Part will, in its Consequence, affect the whole.
One known Division of the People in this Nation is into the Nobility, the Gentry, and the Commonalty. ”

“ The really living totality,—that which preserves, in other words continually produces the state in general and its constitution, is the government. The organisation which natural necessity gives is seen in the rise of the family and of the 'estates' of civil society. ”

Every king, every magistrate, every political institution, has a certain Divine sanction, inasmuch as it is the keystone of the arch which He has built, and under whose sheltering dome we live and work. ”

Principalities are divided into those which are hereditary in one house who has long reigned over them, or into new ones. ”

The second branch ought to be composed of men of great and established property—aristocracy; men who, from pride, will support consistency and permanency; and to make them completely independent, they must be chosen for life, or they will be a useless body. Such an aristocratic body will keep down the turbulency of democracy. ”

“ Instead of observing how from the chief, little above the rest, there is, under certain conditions, evolved the absolute ruler, entirely subordinating the select few and the many; and instead of observing how, under other conditions, the select few become an oligarchy tolerating no supreme man, and keeping the multitude in subjection, we have now to observe the cases in which there is established a coöperation between the first and the second. ”

“ We can imagine when the council rose, that the angel who watched over the youth of our republic, and who had trembled for the result, clapped his hands for joy, and that the exultant sound, taken up by messenger after messenger, passed from hierarch to hierarch, until all heaven rang with the acclaim. ”
