Rule of construction

“ On the faith of a construction thus adopted, rights of property grow up which ought not to be ruthlessly swept aside, unless some great public measure, benefit, or right, is involved, or unless the construction itself is manifestly incorrect. ”

“ General Construction.—On the question of general construction there is little to be said, except that buildings are now being properly designed in more permanent form than were some of the earlier buildings. On the whole there is little fault to be found with factories in general, except in so far as the output has outgrown the accommodation. ”

“ Worth attention, however, and admiration too, is the solidity of construction by which the huge mass of building, doubly heavy from the ponderous machinery it contains, besides its clustering group of out-houses, megass-sheds, tall chimneys, store-places, and the rest, is enabled to support itself upright and unyielding on a soil so marshy and unstable. ”

“ As to construction, the prevailing type is a flimsy pile of brick and timber, 'put up,' apparently, by mutual connivance of the contractor and the coroner, and screened off from the street by a thin veneer of 'architecture.' Now there is a certain merit, sui generis, in a clever deception, but those in vogue here are too utterly transparent to claim even this. The telltale wall of brick cheats you out of the pleasure of cheating yourself, no matter how charitably disposed. ”

Never-Ending Construction
The world is full of construction officials, who, if they cannot plan some kind of project, are capable of nothing but yawning; the proprietors of construction companies, who, in order to make money, cannot rest from their labors for a minute; the pitiful part-time farmers who pay back their loans by engaging in construction work; the proprietors of cement and gravel companies who will be in a pickle if they cannot get someone to use the tons of building materials they have made ”

“ If the engineers build a bridge, the architects say it is ugly—and are not always wrong in saying so. If the architects build a palace, the engineers think, not without reason, that in its construction the materials have been employed unskilfully, and without due economy or an exact acquaintance with their properties in point of durability and strength. ”

“ Another method of procedure is to draw a plan of the house that contains the rooms considered necessary, submit such plans to a lumber merchant and get quotations on costs of various types of material necessary to construct it. Such construction will usually require the services of a skilled carpenter and mason but permits of more latitude in most cases than is available under a set building arrangement. ”

“ The last-mentioned argument is as old as Engineering; it is the "practical man's" mainstay, his "unanswerable argument." The so-called practical man will construct a building, and test it either with loads or by practical use. Then he will modify the design somewhere, and the resulting construction will be tested. ”

Man did not then regard his work as a piling together of stones, but as the erection of masses that rivalled those of nature. “ The latitudinous construction, contended for by one party and one section, has been the open door through which the people have complained. A strict construction gives to the general government all the powers it can beneficially exert, all that is necessary for it to have, and all that the States ever purposed to grant. ”

“ For, in the simplest branch of construction, rules may be followed literally without any security as to the result. There is hardly a branch of engineering that could have been selected which in its present state is less capable of being made the subject of fixed laws or instructions than the application of iron to railway structures, and certainly there is no branch in which there is more room for improvement, or which offers so many different channels or directions for that improvement. ”

“ The foundations for all structures shall be executed by the contractor for masonry in such manner and to such depth as to secure a safe and secure foundation, of which the engineer will judge. If a natural foundation cannot be procured at a reasonable depth, then the contractor shall prepare such artificial foundation as the engineer may direct. The stuff moved from the foundations, if of the proper quality, shall be deposited in the adjoining embankment, provided the site for said embankment has been cleared of all perishable material. ”

“ Increments.—It is hardly to be expected that any very uniform plan of building can be rigidly adhered to; moral as well as physical difficulties may demand departure from regularity in the construction of the future increments of a town, particularly where the field to be occupied is extensive; but so long as the general principles are adhered to, and the new streets proceeded with, upon a general preconceived and authorized plan, all the needful objects may be attained ”

“ All the necessary working-drawings and specifications have been prepared with very great labour and at considerable expense, and have now been issued in a form which will insure to the Commissioners the certainty of obtaining, within a few days, bonâ fide tenders for the execution of a design presenting every facility for construction within the time prescribed. ”
