“ It should be our purpose to construct, not to destroy. The school, this glorious inheritance of human experiences, this ever-glowing hearth where the human spirit kindles and sublimates life as an object of constant criticism and of undying love, may be transformed, but cannot be destroyed. Let the school live, and let us cling to the teacher and maintain his authority, which limits the spontaneity and the liberty of the pupil. ”

“ In short, it means that the school-system should be adapted to the boy and not the boy to the system, and, further, that education authorities should regard it as part of their function to guide into proper channels the special abilities which the teachers have reared. ”

“ And I repeat that if the time has come when pupils of state-supported schools, kindergartens, grammar schools, or high schools, can defy and flout orders of school officials to keep their minds on their own schoolwork, it is the beginning of a new revolutionary era of permissiveness in this country fostered by the judiciary. ”

“ My idea would be to have all young people under twenty-one remain in a sense the wards of schools. If they have had, at any early age, to leave school and take the burdens of bread-winning upon their young shoulders and their untried hearts, then I would advise an extension of school authority. ”

“ The State compels no one to attend the higher school or the university. The children of the lower classes of the population, whose relatives are not in a position to provide instruction for them in their own homes, are all sent to the public elementary school. ”

“ Parents and children would regulate the course of study according to their own crude notions; and, instead of having institutions which agree in carrying on a similar course of study, each school would have its own peculiar system, and compete and conflict with every other. Meantime, the public would have no means of deciding which was best, nor any opportunity for learning when a professional man was properly qualified for his duties. ”

“ Though there is much interest in all these higher institutions of learning, as well as in the normal schools and academies, many of which are prosperous and important, yet the common schools more particularly engage the attention of the people and of the successive legislatures, resulting in a complication of school laws scarcely balanced by the improvement in the school system. ”

“ By sending better teachers into the public schools, you will effectually aid in the removal of this difficulty. The Normal School is, then, no substitute for the high school, academy, or college. Nor do we ask for any sympathy or aid which properly belongs to those institutions. ”

“ Let any over the age of nineteen who have passed through a college connected with some University, or otherwise approved as giving an education of a general and liberal character, be eligible to apply for a teachership, and if, after a period of trial in a school—say for three or six months—they, on the report of the inspector and master, have shown an aptitude for teaching, then let them, at the expense of the State, be given a year’s real training in the theory and practice of teaching. Teachers are, it must be remembered, born and not made. ”

“ The school system and its relations to local authorities, on the one hand, and to the general government, on the other, form a vast and difficult subject involving not merely pedagogical principles, but also such aims as the maintenance of higher learning, the dissemination of useful information, and the practice of indispensable arts. In university lectures a few words on such topics suffice, since young men who accept a school position assume, at the same time, obligations which for a long time to come prescribe for them the path they must follow. ”

“ I have just touched upon the evils of uniformity in education; but there is more to say on the matter. At present we have one system of education applied to the whole of England. The local character of school boards deceives us, and makes us believe that some variety and freedom of action exist. In reality they have only the power to apply an established system. They must use the same class of teachers; they must submit to the same inspectors; the children must be prepared for the same examinations, and pass in the same standards. ”

“ Nor let the objection that a rigid standard of qualifications will exclude many pupils, and diminish the attendance upon the school, have great weight; for you perform but half your duty when you provide the means of a good education for your own students. You are also, through the power inherent in this authority, to do something to elevate the standard of learning in other schools, and in the country around. ”

“ Handsome buildings, a capable teaching corps, liberal endowments, beautiful surroundings, all these may fail to create a good school so long as the school spirit is wrong. A faculty may lay down laws and enforce them, prescribe rules of conduct for study hours and recreation hours, watch, guide, and instruct, and yet fail miserably in the creation of a perfect school. ”

“ Schools were declared to be essentially civil affairs; their purpose was asserted to be to promote the common welfare and advance the interests of the political State; ministers of education began to be appointed by the State to take over and exercise control; the citizen supplanted the ecclesiastic in the organization of education and the supervision of classroom teaching; the instruction in the school was changed in direction, and in time vastly broadened in scope; and the education of all now came to be conceived of as a birthright of the child of every citizen. ”

“ The end for which a school system exists is the instruction of the children, attaching to the word instruction the meaning it attains in the mind of a well-educated person, if not in the mind of an educational expert.
To secure this end, no plan of organization alone will suffice. Nothing can take the place of a sincere desire for good schools, of a fair knowledge of what good schools are, and what will make them, of a public spirit and a moral sense on the part of the people, which are spontaneous, or which can be appealed to with confidence. ”

“ Under the influence of normal schools, teachers' institutes, systematic superintendence, school boards, regulative legislation, and an extensive literature devoted specially to education, they have become organized into a system which is gradually growing settled and unified in its methods. With unbounded means and unlimited authority, these schools have undertaken to form the mental habits of the great mass of the youth of this country. They prescribe the subjects of study, the modes of study, and the extent and duration of studies for all the pupils that come under their charge. ”

“ In the meantime we should make it compulsory for every boy and girl who is now in our public schools, and those who may be admitted next year and thereafter to remain in school during the period required for the entire primary instruction. ”

“ But is it not possible to have schools in which every subject taught shall be made interesting to the scholars, in which the ways of knowledge shall become the ways of pleasantness, in which there shall be sufficient variety in the program of lessons to keep the minds of the pupils constantly fresh and vigorous, in which the pupils shall not be rewarded by being dismissed at an earlier hour than usual from the school, but in which possibly they shall consider it reward to be allowed to remain longer than usual? ”

“ That schools should answer the object for which they are designed, nothing is more essential, than that they should be under the instruction of competent teachers; and that suitable provision be made for the preparation and support of such teachers.

The government of a school is a matter of no small difficulty and importance; and to conduct it successfully, requires great sagacity, and a knowledge of human nature, the fruit of much observation and experience. The government of a school is unlike that of any other community. ”

“ The public school has the power, and should exercise it, to bring within its walls all the children physically and mentally competent to attend it. If children are under intelligent observation, departures from the normal can in many instances be recognized in time for training and education according to the particular need. ”

“ To help such children succeed in school, meet the State academic standards that all children are expected to meet, and graduate from high school prepared for postsecondary education and the workforce without the need for remediation. ”

“ And, first, the high school must be a public school. A public school I understand to be a school established by the public,—supported chiefly or entirely by the public, controlled by the public, and accessible to the public upon terms of equality without special charge for tuition.
Private schools may be established and controlled by an individual, or by an association of individuals, who have no corporate rights under the government, but receive pupils upon terms agreed upon, subject to the ordinary laws of the land. ”

“ But look carefully through any large school and many a small one, and you will find children who would gladly partake of this free education but who for many reasons, and through no fault of their own, are unable to do so. Children who sit idly in school or stumble blindly through a grade or two, and children whose names are finally taken from the register because for them no place in school can be made. ”

“ Nothing would more effectively further the development of education than for all flogging pedagogues to meet this fate. They would then learn to educate with the head instead of with the hand. And as to public educators, the teachers, their position could be no better raised than by legally forbidding a blow to be administered in any school under penalty of final loss of position. ”

“ It will not necessarily happen that public schools will furnish to every child and youth the desired amount of education. Professional schools, classical schools, and academies of various grades, will be continued; but there is an amount of intellectual and moral training needed by every child which can be best given in the public school. This training in the public schools ought to be carried much further than it usually is. ”

“ Starting with the public school, you claimed for it an extraordinary importance: all other institutions must be judged by its standard, according as its aim has been proposed; and, if its aim happens to be wrong, all the others have to suffer. ”

“ Education becomes the essential prerequisite that allows our citizens to be able to appreciate, claim and effectively realize their established rights. The opening phrase to our constitutional mandate for a public school system underscores the truth of the principle. ”

“ The academy and college take young men from the district and high schools, and furnish them with additional aids for the business of life; but the Normal School is truly the helper of the common schools. It receives its pupils from them, fits these pupils for teachers, and sends them back to superintend where a few months before they were scholars. ”

“ But the state, the family, and the church still exercise an indispensable educative influence on various departments of conduct; and from the point of view of education it is unwise for the school to try to arrogate to itself the complete control and education of childhood. It must be recognised that all the institutions have their proper contribution to make to the education of the young; and whatever experiments we make in education we should be careful that the school does not encroach upon the educational functions proper to the other institutions and most efficiently performed by them. ”

“ One word will suffice to characterise it—Violence. The school dominates the children physically, morally, and intellectually, in order to control the development of their faculties in the way desired, and deprives them of contact with nature in order to modify them as required. This is the explanation of the failure; the eagerness of the ruling class to control education and the bankruptcy of the hopes of reformers. “Education” means in practice domination or domestication. I do not imagine that these systems have been put together with the deliberate aim of securing the desired results. ”

“ If we seek an aim, and are not blinded by academic pride, here is one right at hand. You will not be surprised to hear that the policy of the modern department of pedagogy is to help, not to exploit, the high school. The social point of view is capable, perhaps to a greater degree than one might at first expect, of modifying our procedure in dealing with the lower schools. ”

“ The emancipation of the school can never reasonably mean its abstract isolation, The Modality of the Process of Teaching.75 or the absorption of the ecclesiastical and political life into the school; it can signify only the free reciprocal action of the school with state and church. It must never be forgotten that what makes the school a school is not the total process of education, for this falls also within the family, the state, and the church; but that the proper work of the school is the process of instruction, knowledge, and the acquirement, by practice, of skill. ”

“ As early as 1647, the General Court, "to the end," as the preamble of the act declares, [59] "that learning may not be buried in the graves of our forefathers in church and commonwealth," provided, under a penalty, that every township of fifty householders "shall appoint a public school for the instruction of children in writing and reading, and that every town of one hundred householders "shall set up a grammar school, the master thereof being able to instruct youth so far as may be fitted for the university." This law has, in substance, continued down to the present times ”
