“ Recognising, with grave concern, that women and girls are often exposed to serious forms of violence such as domestic violence, sexual harassment, rape, forced marriage, crimes committed in the name of so-called “honour” and genital mutilation, which constitute a serious violation of the human rights of women and girls and a major obstacle to the achievement of equality between women and men ”

“ I have been told by such that it is not at all uncommon in cases of rape or sexual excess to find that the criminal, when satiated by lust, attempts to murder or mutilate his victim. This is presumably the explanation—if one can talk of explanation—of outrages which would otherwise be incredible. The Committee hint darkly at perverted sexual instinct. Cases of sodomy and of the rape of little children did undoubtedly occur on a very large scale. Some of the worst things have never been published. ”

“ Children, too, are often the victims of other sexual acts, such as rape, which in a few instances only can be included in the category of sadism. In some cases force is employed only because the victim resists the act of violation, and here there is no question of sadism; but the rape is sadistic when the use of force is per se a sexual stimulus. ”

“ By violation of sexually immature individuals, the jurist understands all the possible immoral acts with persons under fourteen years of age that are not comprehended in the term rape. The term violation, in the legal sense of the word, comprehends the most horrible perversions and acts, which are possible only to a man who is controlled by lust and morally weak, and, as is usually the case, lacking in sexual power. ”

“ The term military sexual trauma means, with respect to a veteran, psychological trauma, which in the judgment of a mental health professional, resulted from a physical assault of a sexual nature, battery of a sexual nature, or sexual harassment which occurred during active military, naval, or air service.. ”

Reflecting upon this, I confess to admiration for a sex which in the face of these difficulties has ever maintained such a well-deserved reputation for purity, and shown us that mankind turns instinctively to good rather than evil. “ At the heart of our country is the emphatic belief that every person has unique and infinite value. We dedicate each April to raising awareness about sexual abuse and recommitting ourselves to fighting it. Women, children, and men have inherent dignity that should never be violated.
According to the Department of Justice, on average there are more than 300,000 instances of rape or other sexual assault that afflict our neighbors and loved ones every year. ”

“ Sexual assault scars the lives of millions in the United States. To increase awareness about this issue, prevent future crimes, and aid victims, this month we mark National Sexual Assault Awareness Month. Sexual assault is pervasive in the United States. Study after study has shown that this crime impacts people at all age levels and in every part of this Nation. ”

“ Of course, rape is a crime; for it is a most brutal attack upon the personality of a woman, and hence upon all her rights.
The state has the right and duty to protect its female citizens against this compulsion, and does so partly through the watchfulness of the police, partly by providing for its punishment. This crime evinces, first of all, brutality in the criminal, making him incapable of living among human society. Violence of passion is no excuse, but, on the contrary, increases the crime. ”

“ As the mental weakness increases, such patients become criminal by reason of exhibition, masturbation in the streets, and attempts at immoral acts with children.
If conditions of mental excitement come on, attempts at rape are committed, or, at least, grossly immoral acts,—the patient attacks women on the street, appears in public in very imperfect dress; or, half-clothed, tries to force his way into strange houses, to cohabit with the wife of an acquaintance, or to marry the daughter on the spot. ”

“ The crime of vagrancy is the only exception that offers itself, and which loses its force as an exception under the law of criminal analogies. From the crime of poisoning, the climax of the criminal tendency, downward through the lighter shades of offense, this phase of sexual cerebration may be detected. If it were possible to give to woman the physical strength of man with this mental trait existing in its present force as a sexual characteristic, I doubt if it would alter essentially the known ratio of the sexes for murder and the wounding of strangers—9 to 100. ”

“ Young and healthy individuals recuperate rapidly after excesses of brief duration, as is often seen in young married pairs. Sickly and elderly persons, on the other hand, are much more severely affected by sexual excess, and recover therefrom but slowly if at all. Long continued sexual excesses ultimately wear out even the strongest.”
Intercourse effected by force, or with a girl of immature age, is distinguished as rape, a punishable offence both in Germany and in Austria. ”

“ If our judges and juries had a little more knowledge of human psychology and a little less of the Code in their heads, they would have had some doubts on the mental integrity of the accused, and would have ordered an expert examination by a mental specialist. But, apart from this point, I put the question—can we expect from a woman, maternal sentiments for a child resulting from sexual surprise bordering on rape? ”

“ B. Rape and Indecent Assault upon Adults.
In his work, “Genèse normale du crime”, Professor Manouvrier expresses himself as follows upon the crime of rape. “Every normally constituted man would be a born violator if the sexual appetite could find no other means of satisfaction than rape. The crime is rare, however, and we know why; there are women for the ugliest and the poorest. However, famine may come; there is also opportunity, and many devils capable of leading into temptation the brute that every man is at his birth. ”

“ The crime of rape presumes a temporary, powerful excitation of sexual desire, induced by excess in alcohol, or by some other condition. It is highly improbable that a man morally intact would commit this most brutal crime. ”

“ Sexual assault, at its core, is a devastating abuse of power—one that affects people of every age, race, sex, gender identity, sexual orientation, national origin, socioeconomic background, and religion. It is the responsibility of each of us to stand up and speak out against it, not only to improve the laws and services available to survivors, but also to change the culture and attitudes that allow sexual assault to proliferate. ”

“ Approximately 1,400 women a year -- four every day -- die in the United States as a result of domestic violence. And 132,000 women report that they have been victims of a rape or attempted rape, and it is estimated that an even greater number have been raped but do not report it. ”

“ Simple police regulations are sufficient for this purpose, but they are very necessary to protect women and children, and occasionally young men, against importunities or sexual obsessions, against sexual solicitation, or even against assault or other offenses, such as incitement to masturbation, obscene words and gestures, etc. ”

“ In like manner, certain indecent assaults, incests, &c., are largely the outcome of social environment, which, condemning a number of persons to live in

hovels without air or light, with a promiscuity of sex between parents and children such as obtains amongst the brutes, effaces or deadens all normal sense of modesty. On the other hand, there are cases of rape and the like which are mostly due to the biological condition of the individual, either in manifest forms of sexual disease or, less manifest though none the less actual, of biological anomaly. ”

“ SEXUAL ASSAULT WITH AN OBJECT- The term `sexual assault with an object' means the use of any hand, finger, object, or other instrument to penetrate, however slightly, the genital or anal opening of the body of another person. ”

“ But corporal punishment entails other dangers, in addition to the risk of the origination or the awakening of a sexual perversion. Certain children, having experienced sexual stimulation as a result of such punishment, will endeavour to secure its repetition. I have known cases in which sexual perverts have deliberately misconducted themselves in school, in order to be punished, and thus to enjoy voluptuous sensations. ”

“ According to Ricardi, many frigid prostitutes practice with pleasure clitoris-masturbation, cunnilictio, and, especially, sapphism, preferring these perversions to the normal sexual act. Moreover, among prostitutes and female criminals there is no lack of lovers of martyrization, of flagellation, even to the drawing of blood, of tyrannical treatment, and of the initiation of children into the mysteries of sex. ”

“ It is easy to understand how the further degrees of degeneracy, besides distinctly deter- mined psychical and physical abnormities, may also present still more degraded forms of sexual perversion, for instance the impulse to martyrize his victims, to wound them, to see their blood flow, or the desire to violate little children. At the same time the lust finds complete satiety only in murdering, or disfiguring the victim, in swallowing morsels of the victim's flesh, or in accomplishing the genesic act upon the corpse. ”
