“ Section 36 (a) requires every motor vehicle operated upon the public highways of the state to be registered. Under section 77 (a) an annual fee of $3 is exacted for the registration of all motor vehicles. ”

“ The widespread variations in traffic regulations, and especially in registration requirements, laid a severe burden on motorists and also on automobile manufacturers who regarded them as obstacles to vehicle ownership and the expansion of the market for automobiles. ”

“ The Director of the Division of Motor Vehicles may issue temporary registration credentials for any vehicle or combination of vehicles that could be lawfully operated in the jurisdiction if full registration or apportioned registration were obtained.
b. A person desiring a temporary registration certificate shall make application therefor on forms provided by the division. Every application shall be accompanied by the fee established by regulation. ”

“ Within 30 days of the receipt of the report the Director 'shall suspend the license and all registration certificates and all registration plates of the operator and owner of any motor vehicle in any manner involved in the accident unless or until the operator or owner has previously furnished or immediately furnishes security, sufficient * * * to satisfy any judgments for damages or injuries resulting * * * and unless such operator or owner shall give proof of financial responsibility for the future as is required in section 92A-615.1. ”

“ Article 13 Once a motor vehicle begins to be run on roads after registration, it shall, in accordance with the provisions of laws and administrative regulations, undergo regular safety and technical inspection, in terms of its designed purpose of use, quantity of passengers and goods, service life, etc. Where the motor vehicle license and the certificate of the compulsory third party liability insurance on the vehicle are provided, the authority for motor vehicle safety and technical inspection shall inspect the vehicle ”

“ When transferring the ownership of a vehicle to another person, the
previous owner and the new owner or their legal representative must appear
before the registration officer to inform him/her of the transfer. The
previous owner and the new owner must pay transfer fees. The registration
officer shall record the transfer in the registration record. ”

“ The governor shall appoint a commissioner of motor vehicles, with power to designate assistants, who shall secure enforcement of the statute. Before any motor vehicle is operated upon the highways the owner shall make a statement to the commissioner and procure a certificate of registration ”

“ Put another way, the 1973 total represents an average of nearly two vehicles for every one of the Nation’s 67 million households. The increase in vehicle registrations has far outstripped the rate of population growth.
In 1916 approximately 3 million automobiles and 250,000 trucks and buses were registered, i.e., about 14 passenger cars to every truck or bus. In 1973, the registrations had risen to 102 million automobiles, 23 million trucks, and 426,000 buses. This is equivalent to about 4 automobiles for every truck and 240 for each bus. ”

“ A person who displays or causes or permits to be displayed any sign, mark, or advertisement, or otherwise identifies that person as a private inspection facility, a registered motor vehicle repair facility or an emission inspector when not holding a valid license or registration issued by the director, or who transfers or attempts to transfer a valid license or registration, shall be subject to a fine of not less than $1,000 or imprisonment for not more than 30 days, or both. ”

“ The Interstate Commerce Commission insists that its order authorizing the issuance to Willett of the certificates of convenience and necessity for the specified routes is valid. It bases its contention on the statutory provisions which authorize the Commission to act in regulation of motor carriers and asserts its compliance with them. Under the Interstate Commerce Act, part II, Sec. 206 (a) , 49 Stat. 551, 49 U.S.C.A. § 306 (a) , no motor vehicle subject to the act may operate on the highways without a certificate of public convenience and necessity. ”

“ No person shall operate a motor vehicle under such license unless he has also obtained from the department of public utilities a certificate that public convenience and necessity require such operation. Any one operating under a license from local authority and a certificate from the department is declared to be a common carrier and subject to regulation as such. ”

“ Any individual who is driving will carry the driver’s license issued to that
person. Upon demand of a traffic police officer, a person who is driving a
vehicle shall produce the driver’s license to that person. ”

“ In the absence of national legislation covering the subject, a state may rightfully prescribe uniform regulations necessary for public safety and order in respect to the operation upon its highways of all motor vehicles,-those moving in interstate commerce as well as others. And to this end it may require the registration of such vehicles and the licensing of their drivers, charging therefor reasonable fees graduated according to the horse-power of the engines,-a practical measure of size, speed, and difficulty of control. ”

“ Thus seen, the California court's construction must be rejected. Although little appears in the legislative history to explain the proviso, [6] Congress was clearly concerned that servicemen stationed away from their home State should not drive unregistered or unlicensed motor vehicles. Every State required in 1944, and requires now, that motor vehicles using its highways be registered and bear license plates. Such requirements are designed to facilitate the identification of vehicle owners and the investigation of accidents, thefts, traffic violations and other violations of law. ”

c) Trucks and trailers – one hundred thousand ID;
d) Agriculture vehicles, construction vehicles, trailers (dragged vehicles) and
tourist caravan vehicles – fifty thousand ID;

21. The following are fees for reissuing a driver license or registration certificate
when it is lost, stolen or destroyed:
a) The first time – ten thousand ID;
b) The second time – twenty thousand ID;
c) More than two times – forty thousand ID.

“ The fees for the renewal of the motorcycle registrations authorized under this paragraph shall be fixed by the director in an amount proportionately less or greater than the fee established by R.S.39:3-21. Application forms for all renewals of registrations for passenger automobiles shall be sent to the last addresses of owners of motor vehicles and motorcycles, as they appear on the records of the division. No person owning or having control over any unregistered vehicle shall permit the same to be parked or to stand on a public highway. ”

“ The Contracting States undertake to communicate to each other such information as will enable them to establish the identity of persons holding domestic or international driving permits when they are liable to proceedings for a driving offence. They further undertake to make known the information required to establish the identity of the owner or the person in whose name a foreign vehicle which has been involved in a serious accident is registered. ”

“ Unsuitable for Motor Vehicles
132. We are of opinion that where a road is unsuitable for a particular type of vehicle, action should be taken by statutory Order to prohibit the use of the road by such vehicles. There are cases, however, where by reason of conditions other than dangerous conditions a sign “Unsuitable for Motor Vehicles” (diagram 108) could usefully be employed, and we recommend its special authorisation in these cases.

133. Diagram 109 shows a sign authorised for use at the entrances to cycle tracks. ”

“ More serious than its effects upon highway design policy, however, is the effect of this variety of State vehicle regulatory laws upon the flow of interstate traffic. When different dimensions and weights are fixed as the largest permissible in each of two States, vehicles that can legally be operated in one can be operated in the other only in violation of law. ”

“ Provided, however, That no such person shall engage in transportation subject to this part unless he holds a certificate or permit as provided in this part. In the execution of any contract, agreement, or arrangement to sell, provide, procure, furnish, or arrange for such transportation, it shall be unlawful for such person to employ any carrier by motor vehicle who or which is not the lawful holder of an effective certificate or permit issued as provided in this part: * * *. ”

“ We have further held that, in advance of the operation of a motor vehicle on its highways by a nonresident, a state may require him to take out a license and to appoint one of its officials as his agent, on whom process may be served in suits growing out of accidents in such operation. ”

“ Ben ripped off the citation blank and license, fed them into the slot on the patrol car and pressed both the car registration and license "record" buttons. Ten seconds later the permanent record of the citation was on file in Colorado Springs and a duplicate recording of the action was in the Continental traffic court docket recorder nearest to the driver's hometown. Now, no power in three nations could "fix" that ticket. Ben withdrew the citation and registration tag and walked back to the car. He handed the boy the license and registration tab, together with a copy of the citation. ”

“ It shall be unlawful for any person to drive a motor vehicle upon any public highway in this state, whether as an operator or a chauffeur, unless such person has been licensed as an operator or chauffeur ”

“ No person shall operate a motor vehicle upon a public way in any city or town for the carriage of passengers for hire so as to afford a means of transportation similar to that afforded by a railway company by indiscriminately receiving and discharging passengers along the route on which the vehicle is operated, or as a business between fixed and regular termini, without first obtaining a license. ”

“ Acting pursuant to that statutory mandate, the Secretary of Transportation promulgated Federal Motor Vehicle Safety Standard 208, which required car manufacturers to include passive restraint systems (i.e., devices that work automatically to protect occupants from injury during a collision) in a certain percentage of their cars built in or after 1987. ”

“ An import approval for the import of any small motorised vehicle, and the transfer of such approval, may be applied for, and granted or refused by the Authority, only in accordance with the regulations. ”

“ It provides that no vehicle for which a permit is required shall receive a permit or be allowed to proceed until inspected and found to be in safe and roadworthy condition, properly equipped with all lights, brakes, and other appliances required by state law. ”

“ Units along a highway that regulate or advise the vehicle operators are broadly known as traffic control devices. Presently they consist of traffic signals, signs, pavement markings and other markers or delineations along the roadway. The earliest forms were milestones and notched trees. With the advent of the automobile, signing and markings became prevalent in the early 1900’s on principal highways in and around the larger cities. Most of these early devices were developed by innovative people based primarily on their imagination and ingenuity. ”

“ Every lorry and car is equipped with a complement of tools, necessary for adjustments and the carrying out of roadside repairs. The tools are all entered up in the log-book with which each vehicle is provided for the purpose, the driver signing a receipt for them in it, when taking over the vehicle, and having to make good any deficiencies that can be traced to his own neglect when he is transferred to a different vehicle and "hands over" to the driver succeeding him. ”
