Definition and stakes

Portrait of Barack Obama Barack Obama,  Remarks of Senator Barack Obama to the National Education Association Annual Meeting (2007)

“ And while we're at it, let's work with teachers and principals to finally develop assessments that teach our kids to become more than just good test-takers. The goal of educational testing should be the same as medical testing - to diagnose a student's needs so you can help address them. Tests should not be designed as punishment for teachers and students, they should be used as tools to help prepare our children to grow and compete in a knowledge economy. Tests should support learning, not just accounting. ”

Charles Hubbard Judd,  Introduction to the scientific study of education

“ The Board of Education, which at the beginning of the testing was composed of some of the cheapest politicians in the city, led the attack on what they termed a fad and a theory.
Experience has, however, justified in fullest measure supervision by a measurement of results. It has become increasingly clear to all teachers that tests show clearly where the work is strong and where it is weak. Not only so, but the tests help the teacher to determine with precision the exact points where the results need to be improved.
