“ The subjects I would recommend are ‘Civil History,’ and more especially the important objects of ‘Civil Policy’; such as the theory of laws, government, manufactures, commerce, naval force, etc., with whatever may be demonstrated from history to have contributed to the flourishing state of nations, to rendering a people happy and populous at home and formidable abroad ”

“ SCOPE OF HISTORY.—The rise and progress of culture and civilization in their various constituents is the theme of history. It does not limit its attention to a particular fraction of a people, to the exclusion of the rest. Governments and rulers, and the public doings of states,—such as foreign wars, and the struggles of rival dynasties,—naturally form a prominent topic in historical writings. But this is only one department in the records of the past. More and more history interests itself in the character of society at large, and in the phases through which it has passed. ”

“ We see monarchy, aristocracy, democracy, rising side by side and one after another, the changes being regulated in each community by its past experience and its special interests in the immediate present. ”

“ The political and moral Reflections, to which the important Question I examine gives room, are therefore useful in all Shapes; and the hypothetical History of Governments is, in regard to Man, an instructive Lesson in every respect. ”

The power of the king was increased, which of course implies that the power of the people, and specially of the aristocracy, was diminished. And here let it be observed generally that the progress of civilisation in its natural and healthy career is the progress of limitation and the curtailment in various ways of that freedom which originally belonged to every member of the community. ”

“ The modern scholar produces that pitiless array of facts known as constitutional history; and labors under the strange delusion that acts of Parliament, or acts of Congress, reform bills, and political pamphlets represent his country’s life. ”

“ The times are so close at hand that the relations between events and tendencies force themselves upon our attention. We have had to deal with the connections of geography, industrial growth, politics, and government. With these we must take into consideration the changing social composition, the inherited beliefs and habitual attitude of the masses of the people, the psychology of the nation and of the separate sections, as well as of the leaders. ”

“ It would be great injustice to compare their achievements with our own. We began our Revolution, already possessed of government, and, comparatively, of civil liberty. Our ancestors had from the first been accustomed in a great measure to govern themselves. They were familiar with popular elections and legislative assemblies, and well acquainted with the general principles and practice of free governments. ”

“ He realised too, though perhaps insufficiently, how history has helped to form nations; how a common government draws a people together in common loyalty or common revolt; how war may be a welding influence; how men, living for generations under the same law, acquire from it common habits and customs and traditions. ”

The introduction of the history of manners and institutions into general history accomplished a great revolution in methods of historical inquiry, for it laid open the hidden springs of national strength or weakness. ”

“ This, with property and official position, gradually developed the sentiment of aristocracy, which has so deeply penetrated modern society, and antagonized the democratical principles created and fostered by the gentes. ”

“ People of every origin, rank, and calling, I may almost say of every variety of opinion,—great noblemen, magistrates, advocates, ecclesiastics, men of letters, fashion, or business, members of the old aristocracy, of the Constituent Assembly, of the Convention, of the Empire,—lived in easy and hospitable intercourse, adopting without hesitation their altered positions and views, and all apparently disposed to act together in goodwill for the advantage of their country. ”
