“ And immediately, from all ends of the city or the State, or from every State in the Union, all who feel an interest in the subject or question fly upon the wings of steam to the appointed place of meeting and at the appointed hour. The hotels and boarding-houses of the city are rapidly filled; they come together in the great hall of assembly, they shake hands, they become acquainted with one another, they make speeches, they vote, they carry their resolutions. ”

“ There shall be a board of the officers chosen by ballot annually to conduct the press and attend to all the business pertaining to the association consisting of a president, vice president, treasurer, secretary and a committee of three who shall constitute a board of directors. ”

TOWN PLANNING Another arrangement that has been adopted in a good many towns is the TOWN PLANNING BOARD. This is a committee which, after careful study of existing conditions and tendencies of community growth, formulates a definite PLAN for the promotion of the community's interests during a period of years. ”

“ These boards are made up of well-to-do businessmen, with a penchant for popular notability. and the qualifications necessary to be put in evidence by aspirants for executive office are such as will convince such a board of their serviceability. ”

This board was appointed by Executive order of May 13, 1884,17 and is composed of representatives of the several Executive Departments, the Department of Agriculture, and the Smithsonian Institution. ”

“ When the committee of the Grand Council, or the ordinary council of the Best Man, meet for the despatch of business, they take their seats in compact order upon one side of the platform, leaving the area below for spectators ”
