“ The fee-bill is intended to regulate only those fees and costs which are strictly chargeable as between party and party, and not to regulate the fees of counsel and other expenses and charges as between solicitor and client, nor the power of a court of equity, in cases of administration of funds under its control, to make such allowance to the parties out of the fund as justice and equity may require. ”

“ It may obviously inure to the advantage of the revenues of a particular State to be especially lenient in matters which involve the payment of fees. It is evidently desirable that a check should be put on the reckless incorporation of companies with unlimited share capital, the usual form of such a check being, of course, the graduation of the fee for incorporation in proportion to such capital. ”

“ Maximum Dollar Limit in the Fee Agreement Process, 74 Fed. Reg. 6080 (2009) . Absent a fee agreement, subsection (a) (1) gives the agency authority to “prescribe the maximum fees which may be charged for services performed in connection with any claim” before the agency. If the claimant obtains a favorable agency determination, the agency may allot “a reasonable fee to compensate such attorney for the services performed by him.”
Subsection (a) (4) requires the agency to withhold up to 25% of past-due benefits for direct payment of any fee for representation before the agency ”

“ It is that the license fee is not merely taxation. The fee is the compensation exacted for the privilege of carrying on intrastate business in corporate form. As this privilege is one which a state may withhold or grant, it may charge such compensation as it pleases. Nothing in the Federal Constitution requires that the compensation demanded for the privilege should be reasonable. ”

“ Commonly, if not universally, the statutes imposing the requirements of registration or licensing also prescribe fees which must be paid to authorize state officials to issue the necessary documents and plates. To assure that servicemen comply with the registration and licensing laws of some State, whether of their home State or the host State, we construe the phrase 'license, fee, or excise required by the State * * *' as equivalent to 'license, fee, or excise of the State. ”

“ Counts 12, 20, 24, and 25, under the statute as amended, charge that petitioner in or about June, July, and September, 1934, made similar contracts for the payment of unauthorized charges.
It appears that the board of directors in January, 1934, specifically provided that 'The ordinary charges authorized and required' for services should consist of: (1) An appraisal fee as approved by the board; (2) a fee for a character report; (3) necessary recording and similar fees ”

“ Respondent, after taking up its note, retains the commission alone as the net compensation for its part in the transaction. In addition, the applicant may, as was the case here, pay the fees of the note broker and the fee or compensation of a loan broker, acting as intermediary in securing the accommodation by respondent, a total amount far exceeding 6 per cent., the legal rate of interest in New York. The commission and discount paid here varied from 8 1/2 to 10 1/2 per cent. per annum of the face amount of the notes, taking no account of fees paid to brokers. ”

“ Unless, therefore, the absurd position be assumed that a corporation can, in no event, take a fee simple absolute, because its power to hold land is limited to the uses for which it is authorized to acquire and employ it, a declaration, in the grant, that it is conveyed for those uses cannot be deemed to import a limitation of the fee. ”

“ But tender of the receipt is not required if the donation is made, in money, by placing it in a locked receptacle previously approved by the board.↑ The regulations governing promoters require a license from the Board distinct from or additional to the information card which solicitors must secure, § 44.19 (1) ; the payment of an $25.00 license fee, § 44.19 (4) ; the filing of a bond in the sum of $2000 conditioned as specified in § 44.19 (3) ”

“ Even if the Federal Constitution conferred upon every foreign corporation the right to enter any State and carry on there a local business upon paying a reasonable fee, there is nothing in the record to show that the $5,000 charged is more than reasonable compensation for the privilege granted. The payment required is a single, nonrecurrent charge-a payment in advance for a privilege extending into the long future. No matter how large the company's local business may be, no matter how much, or how often, its issued capital may be increased, no additional entrance fee is payable. ”

“ Any person elected to active membership may become a life member at any time upon payment of fifty dollars, and shall thereafter be subject to no fees or assessments. Such sum shall include payment of the admission fee or dues for the current year. ”

“ In neither event can he draw more than $5, though he be engaged for the entire day, unless a case be in some manner finally disposed of by the court, when he becomes entitled, under another clause of the section, to an additional fee of from $5 to $50. ”

“ The size of the fee would be exactly the same if the company did no interstate commerce in Virginia or elsewhere. The entrance fee is comparable to the charter, or incorporation, fee of a domestic corporation-a fee commonly measured by the amount of the capital authorized. [4] It has never been doubted that such a charge to a domestic corporation whatever the amount is valid, although the company proposes to engage in interstate commerce and to acquire property also in other States. ”

“ Thus, eligibility for a fee award in any civil action requires: (1) that the claimant be a "prevailing party"; (2) that the Government's position was not "substantially justified"; (3) that no "special circumstances make an award unjust"; and, (4) pursuant to 28 U.S.C. § 2412 (d) (1) (B) , that any fee application be submitted to the court within 30 days of final judgment in the action and be supported by an itemized statement. ”

“ Limit on fees related to method of payment.—With respect to a credit card account under an open end consumer credit plan, the creditor may not impose a separate fee to allow the obligor to repay an extension of credit or finance charge, whether such repayment is made by mail, electronic transfer, telephone authorization, or other means, unless such payment involves an expedited service by a service representative of the creditor. ”

“ Such funds may only be used for this purpose to the extent that the benefiting unit anticipated franchise fee receipts over the term of the contract at that unit exceed the amount of funds used to extinguish or reduce liability. Franchise fees at the benefiting unit shall be credited to the sub-account of the originating unit over a period not to exceed the term of a single contract at the benefiting unit, in the amount of funds so expended to extinguish or reduce liability. ”

“ Elements- The regulations under subsection (a) shall— (1) ensure that all new contracts using award fees link such fees to acquisition outcomes (which shall be defined in terms of program cost, schedule, and performance) ; (2) establish standards for identifying the appropriate level of officials authorized to approve the use of award and incentive fees in new contracts; (3) provide guidance on the circumstances in which contractor performance may be judged to be `excellent' or `superior' and the percentage of the available award fee which contractors should be paid for such performance ”

“ Every corporation incorporated under the laws of this state, or of any state or territory in the United States or of any foreign state or country, required by law to file articles of incorporation in the office of the secretary of state, shall pay to the secretary of state a filing fee in propertion to its authorized capital stock as follows:↑ Section 3837. ”

“ VII. The intent of the legislature was to seize upon the entail the instant there was in being an owner having a right by the will or settlement to acquire an absolute fee simple, and, dispensing with the formal and dilatory process of fine and recovery, to vest such fee simple at once by act and operation of law ”

“ In our opinion the section must be taken as making it the plain duty of the Secretary to cause the several payments of income to be made in the amounts and at the times specified, and to invest the excess, where there is such, in prescribed securities, or to deposit it in prescribed banks, for the benefit of those to whom it is owing. The investment clause obviously refers to the moneys which are withheld, not to those which are paid. Where the payment is to a guardian, the county court alone is empowered to direct and control the investment of what is paid. ”

“ In the tariff of fees in* paragraph 496 of the regulations of 1881, in item 26, a like fee of $2.50 is prescribed for a certificate 'to invoice, including declaration in triplicate,' and a like fee of $2 under paragraph 668 of the regulations of 1881. The charges which make up the $1,592 are manifestly for official services, which can be performed only under the hand of the consul and his seal of office to the certificate. ”

“ This language obviously means that they are to be accounted for in all cases, and paid over, unless retained under authority of law. The act of June 17th, 1864, authorizes the collector to retain the fees and a commission of three per cent. on moneys collected and accounted for, paying over to the Treasury only the excess beyond two thousand five hundred dollars; and there is no distinction in the regulations between the fees for admeasurement, licenses, &c., and the fees for licenses as a compensation for inspections and examinations. ”

“ The majority asserts that a fee application, unlike fee defense, can be construed as a “service” to the bankruptcy estate. See ante, at 131–132. The majority draws an analogy between a fee application and an itemized bill prepared by a car mechanic. See ante, at 132. It argues that, like an itemized bill, a fee application is a “service” to the customer. But customers do not generally pay their mechanics for time spent preparing the bill. A mechanic’s bill is not a separate “service,” but rather is a medium through which the mechanic conveys what he or she wants to be paid. ”

“ We would have to read the Act with an extremely hostile eye to deny the Commission that administrative leeway.
The error of the Court of Appeals was in overlooking the essential and critical role that §§ 10 and 12 play in the case and in relying on § 11 (e) alone.
The contrast between §§ 11 (e) and 11 (f) is plain, so far as jurisdiction over fees is concerned. Section 11 (f) contains an express provision concerning fees. The subsection, applicable to court proceedings where a receiver or trustee has been appointed, makes all fees 'to whomsoever paid' subject to the approval of the Commission. ”

“ The transfer agent is usually paid about twice as much as the registrar. Compensation for acting as manager of an underwriting syndicate may be a fixed sum or a commission, according to the provisions of the underwriting agreement. For acting as depositary under plans of reorganization, assignee, or receiver, a lump sum is usually paid covering all services. Agency work of various sorts is paid for in accordance [Pg 269] with the usual practice in the business which is undertaken; a fixed sum, or a fixed sum and a commission, or a commission only, may be received. ”

“ Simply to avoid payment of the registration fee—whose present amount can hardly be found burdensome—people will hide money or other valuables in [Pg 272] some covering material that is inexpensive, or that may be useful to the recipient, such as butter, puddings, etc., which are sent off by the yet cheaper parcel post. ”

“ He pointed out, however, in a letter to the Chancellor of the Exchequer, many objections to the plan, and contended that, so long as the registration fee was fixed at the high rate of a shilling, inducements enough were not held out to the public to register their letters voluntarily. Mr. Hill, therefore, suggested that the fee should be at once lowered to sixpence, to be reduced still further as soon as practicable. The public, under a lower rate, would have little excuse for continuing a bad practice ”

“ The amounts of fees specified in subsection (a) of this section, except the international fee and the handling fee, shall be prescribed by the Director. He may refund any sum paid by mistake or in excess of the fees so specified, or if required under the treaty and the Regulations. The Director may also refund any part of the search fee, the national fee, the preliminary examination fee, and any additional fees, where he determines such refund to be warranted. ”

“ Whatever other disadvantages the cost-plus-a-fixed-fee system mat have, no incentive to raise the cost arises from the fixed fee. But when a percentage fee or compensation is provided for, which diminishes or increases in proportion to costs, there is ample motive or at least tendency to increase such costs. ”

“ Fees.— The Administrator of the Small Business Administration is prohibited from charging any processing fees, origination fees, application fees, points, brokerage fees, bonus points, prepayment penalties, and other fees that could be charged to a loan applicant for loans under this section. ”

“ A record-fee of 2 kreutzers for each official act with reference to the account (Deposit, Assignment, Entry to credit or debit) .
2. A commission up to the maximum of 1⁄4 the thousand on the paying out side of the account (Entering to the debit) . These fees are to be taken by the Post Office Savings Bank deducting them from the account.
§ 10.
For the Orders' (Cheque and Clearing) Service, a special Reserve fund is to be formed, which is primarily intended to cover possible losses which may result from the service. ”
