“ The Growth of Radicalism.—Two working principles have hitherto furnished the basis for political and economic organizations in such countries as the United States, Great Britain, and France. |Democracy and individualism.| Democracy, by which we mean the control of government by the whole people, acting chiefly through their representatives, has been the accepted basis of political institutions. ”

“ It is notorious that the political, religious and social schemes, with which the minds of men are now most occupied, have been matured, or at least broached, in the free and daring discussions of these assemblies. ”

“ There are economic and sociological causes for our political vitality and vigor, for the ease and elasticity of our social relations, and for our industrial power and success. Those causes have also produced democracy, given it success, and have made its faults and errors innocuous. ”

“ Is it not obvious, then, that the student who seeks for the explanation of democracy in the social and economic forces that underlie political forms must make inquiry into the conditions that have produced our democratic institutions, if he would estimate the effect of these vast changes? ”

“ By a phenomenon of contagion from below, of which history affords us more than one example, the doctrine finally invaded the upper strata of the nation, but it was a long time before an emperor considered the new faith sufficiently widespread to be adopted as the official religion.
4. The Results of Political Revolutions.
When a political party is triumphant it naturally seeks to organise society in accordance with its interests. The organisation will differ accordingly as the revolution has been effected by the soldiers, the Radicals, or the Conservatives, &c. ”

“ The entry of the popular classes into political life—that is to say, in reality, their progressive transformation into governing classes—is one of the most striking characteristics of our epoch of transition. ”

“ They are the power-houses of our political system. Party sentiment finds its first public expression there—often it has its beginnings there in the free conversations which characterize such American political societies. ”

“ The great game of the government was to sow, if not dissension, at least distrust, in the ranks of the national party,—to chill the ardor of patriotism, and, wherever possible, to excite different views, and different roads to success, amongst the popular leaders of the time. ”

“ He hardly conceived how well disposed and intelligent minds could differ as to the question, whether party contest and party strife, organized, systematic, and continued, were of themselves desirable ingredients in the composition of society. Difference of opinion on political subjects, honorable competition, and emulous rivalry, may indeed be useful. ”

“ But not until recently have we been able to see the full effects of thus sending men to legislate for us at capitals distant the breadth of a continent. It makes the leaders of our politics, many of them, mere names to our consciousness instead of real persons whom we have seen and heard, and whom we know. ”

“ Where the whole machinery of government is capable of being changed or modified by the will of the people while the written constitution remains, and where hereditary and territorial differences of opinion exist on very important subjects, is not surprising that party spirit should run very high. ”
