Enrollment

“ An enrollment was to be made of (a) all members living on April 1, 1899; (b) all children born to members after that date up to and including July 1, 1900, and living on the latter date; and (c) all children born to members after July 1, 1900, up to and including May 25, 1901, and living on the latter date. All who were so enrolled were to share in the allotment and distribution. ”

“ For comparison between the white and colored enrollment in secondary and higher education, I have added together the enrollment in high schools and secondary schools, with the attendance on colleges and universities, not being sure of the actual grade of work done in the colleges and universities. ”

“ The growth of our universities and colleges is little short of marvelous. In a single decade in these United States the increase in enrollment has been fully 98 per cent. This increase in enrollment has also been manifested in Europe, in England, where there has been a genuine increase in the number of provincial universities. The increase in enrollment in the past ten years is most marked in Germany. In Germany, where there have been no new institutions erected the increased enrollment in a single decade represents 60 per cent. ”

“ As part of the State's ongoing eligibility redetermination requirements and procedures for an individual provided medical assistance as a result of an election by the State under subparagraph (A) , a State shall verify that the individual continues to lawfully reside in the United States using the documentation presented to the State by the individual on initial enrollment. ”

“ The open enrollment period shall not be less than 30 days. (B) Special enrollment.— The Commissioner shall also provide for special enrollment periods to take into account special circumstances of individuals and employers, such as an individual who— (i) loses acceptable coverage; (ii) experiences a change in marital or other dependent status; (iii) moves outside the service area of the Exchange-participating health benefits plan in which the individual is enrolled; or (iv) experiences a significant change in income. ”

“ The response which has come [Pg 15] in establishing correspondence study as part of modern university extension is of tremendous significance. The enrollment in correspondence schools of a million grown-up men and women eager to continue their education, and willing to expend more than fifty million dollars a year in furtherance of that desire, is a factor that challenges attention. It is a new expression of an old impulse. Eighty years ago the working people and artisan classes of Great Britain took part in a similar movement. ”

“ The number of children determined under subparagraphs (B) and (D) (i) of section 8003 (a) (1) for the school for the preceding school year constituted at least 40 percent of the total student enrollment in the school during the preceding school year. ”

“ Enrollment Simplification and Coordination With State Health Insurance Exchanges and Chip- ` (1) IN GENERAL- A State shall establish procedures for-- ` (A) enabling individuals, through an Internet website that meets the requirements of paragraph (4) , to apply for medical assistance under the State plan or under a waiver of the plan, to be enrolled in the State plan or waiver, to renew their enrollment in the plan or waiver, and to consent to enrollment or reenrollment in the State plan through electronic signature ”

“ Remembering that out of a total enrollment in the schools of our land of all grades, public and private, of 14,512,778 pupils, 96-1/2 per cent are reported as receiving elementary instruction only; that not more than 35 in 1,000 attend school after they are fourteen years of age; that 25 of these drop out during the next four years of their life; that less than 10 in 1,000 pass on to enjoy the superior instruction of a college or some equivalent grade of work, we begin to see the unlimited field before an Institution like this. ”

“ Provides a commission, bonus, or other incentive payment based directly or indirectly on success in securing enrollments or financial aid to any persons or entities engaged in any student recruiting or admission activities or in making decisions regarding the award of student financial assistance. ”

“ The figures for recent years are by no means complete or uniform, but they show a relative high record of enrollment and average attendance.
Of this situation in 1907–8 the superintendent said:
The bad showing that 5,463 children under 21 years of age were not in school last year is more apparent than real, however. It is well known that a large percentage of pupils, especially boys, leave school to earn a livelihood before they reach the age of 21. Indeed, the average age throughout the country is estimated at 14 years, when pupils quit the public schools. ”

“ Long visited each county during each year of his administration and concluded from his observations that the Territory had made progress during the two years in the following particulars: The enrollment and the average daily attendance had largely increased; more and better schoolhouses had been erected and supplied with better furniture and school apparatus; teachers were better qualified, and as a result pupils were better taught; funds were being more judiciously expended; back of all these, public opinion was growing to a more intelligent appreciation of the schools and of their wants. ”

“ But by using the balances that had come over from the full years, and by exercising more carefully the gift of economy, the superintendent was able to carry the schools through the latter year without a deficit, although the total number of schools was increased from 137 to 150 and the total enrollment rose from 4,974 to 6,076. Unfortunately, 22 days were lost from the school term, as compared with the year before, and it is probable that a part of this burden was placed on the shoulders of the teachers, for the salary of men dropped from $91 to $80.45, and of women from $84 to $76.18. ”

“ In other states any body of men may secure articles of incorporation of a college or school by paying the necessary state fee, without question as to the ability of the incorporator to furnish an education. ”

“ Resident Fellows.And inasmuch as I gather that there is a deficiency in the College revenue of some £1,500 per annum whereby the Fellowships are impoverished and the status of the College is lowered I direct that the sum of £40,000 further part of the said sum of £1000,000 shall be held as a fund by the income whereof the income of such of the resident Fellows of the College as work for the honour and dignity of the College shall be increased ( [10] ) . ”

“ And as the managers were for the most part unlearned men, whose interest lay chiefly in the balance sheet, the schoolmaster farmed the whole concern—that is, he took the children’s school pence, the annual grant, and the subscriptions, and paid the expenses, retaining the remainder for his salary—or, alternatively, he had a salary varying with the grant. In either case his income depended on the regular attendance of the children: for the grant was paid in part on the unit of average attendance, and in part on the success in examination of each child who had attended 250 times. ”

“ The support of the collegiates during that time was obtained by themselves with a certain sum of money which each one of them gave, and which, administered by the procurator of the college, was sufficient for their sustenance and decent support. Some fixed income for the support of the rector and teachers, and succor for some students of quality and ability, who by the poverty of their parents could not meet their expenses with the sum which was charged, was greatly desired. ”

“ The Court endowed the College with an annual grant, subject to be discontinued at pleasure, of one hundred and twenty pounds in 'country pay,'--equivalent to sixty pounds sterling. The College might hold property 'not exceeding the value of five hundred pounds per annum'; its students were exempted from the payment of taxes and from military service; and the Governor and his Council gave a formal approval of its application to the citizens for pecuniary id. ”

“ Balance to common schools.Provided, That if there shall remain any of the one million acres of land so granted, or of the proceeds of the sale or lease thereof, or rents, issues, or other profits therefrom, after the payment of said debts, such remainder of lands and the proceeds of sales thereof shall be added to and become a part of the permanent school fund of said State, the income therefrom only to be used for the maintenance of the common schools of said State. ”

“ EDUCATION.
Mechanics and working-men will find the free school system encouraged by the State, and endowed with a large revenue for the support of the schools. Children can live in sight of the school, the college, the church, and grow up with the prosperity of the leading State in the Great Western Empire.
PRICES AND TERMS OF PAYMENT—ON LONG CREDIT. 80 acres at $10 per acre, with interest at 6 per ct. annually on the following terms:
40 acres, at $10 00 per acre:
Number 17.25 Cents. ”

“ And be it enacted, That no entire appropriation for the benefit of any Manual Training school, provided for under this act, shall be paid as authorized, after the first annual appropriation, unless said school have had an average daily attendance of thirty scholars for the preceding year; and in case said attendance shall fall short of said number, then there shall only be paid towards the maintenance of said school at the rate of fifty ($50.00) dollars for each scholar of its daily average annual attendance, to be determined by the report hereinbefore required to be made to the comptroller. ”

“ He originated the endowment scheme and threw himself vigorously into the work of placing the college on a sure financial basis by helping to raise forty-eight thousand dollars during eight months in 1857. ”

“ There are two hundred and eight students in the free college. The free schools cost ninety-four thousand dollars per annum, and are well attended. They have day and evening schools connected with the primary department for boys and girls separately, and High Schools intermediate between them and the colleges. The old debt of the state, January 1st, 1868, was fifty eight thousand eight hundred and three dollars and ten cents. ”

“ Resolved, That any person who shall secure by bond or otherwise five hundred dollars, the principal of which shall be paid within five years, and who shall pay the interest semi-annually, shall be entitled to a scholarship in perpetuity, but the certificate of scholarship shall not be issued until the principal is paid. ”

“ His appointment was for one year certain; but should the college be successful it was provided that he should be advanced to the highest post or title that might be created. His salary was fixed at 40l. Scots, with the students' fees, 40s. for sons of burgesses, and 3l. or more for other students; the council moreover agreeing to ‘sustain him and one servant in their ordinary expenses,’ and to give him an augmentation not exceeding forty merks, should the fees from the students not afford him a sufficient salary. ”

“ The units designate the amount of credit given for both prescribed and elected courses. In the colleges where the elective system is extensive, the units represent the maximum amount of credit which one may receive for courses in religion. ”

“ All payments for rates, taxes, repairs, and insurance of or in respect of any property occupied for the purposes of the School shall, so far as not otherwise provided for, be made out of the income of the Foundation applicable to the purposes of the School. ”

“ The form of conveyance is given in the Act; the powers given in the School Sites’ Act “to persons being seised in fee simple, fee tail, or for life of and in any manor or lands of freehold, copyhold or customary tenure, and having the beneficial interest therein, to grant, convey, or enfranchise by way of gift, sale or exchange in fee simple, or for term of years, any quantity not exceeding one acre of such land as a site for a school” are “deemed to apply p. ”

“ The university's exchequer is supplied partly by its endowment, but chiefly by an assessment on the college incomes, a capitation tax on all undergraduates, and the fees attending matriculation, examinations, and the granting of degrees. The examinations are numerous. Every student on entering is required to pass, or to claim exemption from, an entrance examination. ”

“ Here was a debt upon which interest must be paid, and how could we pay it except by opening the university and deriving some income from students? We expected 500 students at $50 per annum each, making $25,000 a year to begin with, exclusive of gifts and bequests. We could allow $2,000 a year for interest and sinking-fund, $8,000 for incidental expenses, and all the rest might go to pay instructors. Seven professors, at $1,800 apiece, with a president at $2,500, would give us indeed a strong Faculty. ”

“ The college shall contain archives for the conservation of important papers, and records.
29. The rector shall have especial care of the money assigned for the support of the collegiates.
30. One of the art or theological collegiates shall be elected annually as conciliar, when the number is sufficient to warrant it.
31. If the expenses of the degree of doctor or licentiate in any course reach 400 pesos, counting the fees, theaters, gloves, collations, and other things, the royal collegiates shall pay only half the fees to the doctors and teachers. ”

“ To meet the growing demand for them, every college and university should have a department for the special training of accountants, who on graduating should receive a diploma or degree, as in the medical or legal profession. Already the position held by certified accountants is high, but it should be raised still more by the action of the universities and colleges. ”
