“ The expedition against Cartagena and Cuba, a proposed expedition against Georgia and Florida, and the attempts to suppress piracy on the Spanish main, constitute the naval features. The slave trade, the commercial operations of the South Sea Company, and much relating to Jamaica, the Bahamas, and Nova Scotia, are matters of civil concern. The light thrown upon the history of North America and upon British Colonial policy is important; as is also the development of naval regulation and policy when Great Britain was contesting with Spain the supremacy in the West Indies. ”
